I noticed that Battle Fatigue and MS effects are double dipping on Living Seeds heals in PVP.

BF and MS are applied to the initial heal, reducing LS potential heal, but they're applied again to LS when it heals.
The result is that LS never heals for 30% of the initial heal in PVP (it's 12% in the screenshot).
Is it a bug or is it working as intended ?
