Yes they are.

The ONLY-THE-HORDE-GETS-GOOD-LORE ACT of 2008 stipulates that the Horde gets all of the niche races with interesting stories, and that the Alliance may only get equivalency races who are swiftly forgotten about after their first expansion. Therefore, section two is required.

The HEY-WAIT-A-SECOND-WE'RE-GETTING-SHAFTED ACT of 2011, stipulates that a workable plan must be presented with each proposal that explains how other races are going to get lore. Therefore, section three is also required.

Stop being lazy, and fulfill your regulatory requirements.

I don't see how that's relevant at all. If you're an Alliance race and aren't human or night elf you aren't going to get significant or regular lore development regardless of how many new races Blizzard does or does not add.

I object to the usage of numbers on the forms. If you're trying to make a referral I'd suggest the number 7874877410, instead of 66827. The first number refers to the number of the thread, the second one just seems made up.

LORE JUSTIFICATION:
Though the Horde has continued to employ Ogres in their military operations they have not had a leadership and have been relatively small in number. This changed following the Cataclysm and the war in Pandaria. An Ogre Mage named Uhgbar united many of the scattered clans of his kind in the Eastern Kingdoms and lead them through a portal to Orgrimar. Seeking to bring a better life for his people and having come to respect the strength of the Horde Uhgbar asked for his people's admittance. As proof that they would be of value to the Horde as more than just brutes Uhgbar tasked his people with building of Durotars infrastructure, such as the building of military and civilian structures. The Ogre's strength quickly proves to be a boon for the Horde.

LORE JUSTIFICATION:
After so many trails and tribulations the High Elves began to seek a home for themselves where they could rediscover themselves as a people. In an effort to reconnect with their ancient heritage and to embed themselves further with the Alliance, they present themselves to Tyrande Whisperwind with the hopes of rejoining their people with the Night Elves. Despite objections from Malfurion over the High Elves use of arcane magic Tyrande agreed to accept them. The High Elves quickly came to their allies aid in helping to clear Darkshore of potential threats and the securing of Ashenvale. High Elves rangers joining with the Sentinels to create the greatest force of archers on the planet.

SECTION THREE: REQUIRED DISCLOSURES UNDER THE HEY-WAIT-A-SECOND-WE'RE-GETTING-SHAFTED-ACT OF 2011
PROPOSED PLAN FOR IMPROVING LORE FOR EXISTING RACES:
As the addition of more races carries a significant risk to the currently established races in-game it is appropriate to give an explanation as to how their addition will not be a hinderence. In the case of the two races mentioned above their inclusion can be used to support and add to the other races rather than detract from them.

As an example for both races, they are both closely linked to the current races and their lore. Ogres are closely linked to orcs in that both races share a common history. High Elves have multiple connections with the races of the Alliance as well as the Blood Elves in the Horde. The purpose for the inclusion of these races is to add to the lore of the races of the Alliance and the Horde.

A possible senario for the Ogres would be to have them work together with both the Goblins to build a dam for the Southfury river, and the Tauren to aid in the cleaning of the river. For the High Elves, they begin to aid the Night Elves (who it turns out really didn't need any help:) and then begin to work with the Worgen in establishing, and protecting, better hunting grounds. Further, the High Elves worked well with the Draenei who many had met when the Alliance expedition went to Outland; a relationship that continues as both people's work together to build the Army of Light.

Actually Danseis, I really like what you have created. Just a few changes that don't make sense to me. Since ogres are in close relation to orcs, that means they have no relation to the light making priest, unplayable by ogres. From years and years of the arcane addiction, high elves have made the chance of being druids next to impossible. If anything, start an order of high elf rangers much like the blood elf Blood Knights. Also, lore wise, high elves have not had a great history with night elves, so just accepting them wouldn't be likely. Maybe Varian accepts them and to prove themselves to the night elves, they have to show self-control with arcane magic and help them with problems.
