Currently, the Blizzard JSON Item API for Random Enchantments is incomplete.
There is no information here that indicates the universe of possible stats.
This hasn't been a big issue for me, since there hasn't been many of these items, but 5.2 reintroduces epic-level <Random Enchantment> items:
Can we get <Random Enchantment> functionality in the Item API for 5.2?
You can use my API:
Right now, I only know the suffix groups for leather agility items, but I'm currently adding the suffix groups for the remainder of the items.
Should have all the ToT suffixes, but I don't know the non-agi Barrens stuff, nor any of the 5.4 catchup gear.

I've noticed a decent number of hits to my API so I guess someone is using it :p
Over 3000 unique items have been requested but I personally only request about 800 items.
Recently, I've added a few new features:
The first is what I call "spellStats" which basically translates passive stats, provided by spellId, into a structure that's easy to scale with item level.
A good example is: http://www.wowhead.com/item=91207
Notice: "Equip: Increases your PvP Power by 6195 (15.49% @ L90) (Unique)."
round(itemBudget * scale) = 6195 for PvP Power (stat = 57)
Additionally, things like Nightmare's Tear (+10 stats gem) or the Sha-touched Gems (+500 Stat) which provide their stats via passive spell, as injected as raw stats.
In both these instances, the corresponding itemSpell is hidden.
My simulator Catus (http://fluiddruid.net/forum/viewtopic.php?f=3&t=4574&start=625) is backed 100% by this API and requires no additional item sources. Additionally, this API stays up-to-date with the latest live/PTR changes.
