Yes, and yes.

While there aren't a ton of PvE changes, Rogues are already one of the top melee. We tend to scale well as expansions go on, so I'd only expect us to go up from an already strong start.

In addition to that we get a Raid CD in Smokebomb, which is a nice, albeit limited, benefit.
