HASTE > Mastery > Dodge/Parry
With 5.2, it looks more like this:
Hit to 7.5% = Expertise to 15% > Haste = Mastery > Dodge / Parry
Haste and Mastery are a lot closer in 5.2 now with the recent changes.

Paying attention, always using well timed SotR:
Hit/Exp cap > haste > mastery > parry > dodge
SotR every time you hit 5 HP, never early, never late (so purely stochastic coverage):
Hit/Exp cap > mastery > haste > parry > dodge
Hit/Exp cap > parry > dodge > haste = mastery is not all that far behind as far as control though, and has lower total damage taken.
Basically, as long as you are caping hit and expertise, it's really hard to gear "wrong" since optimal is not nearly as far ahead and avoidance gearing.
