Doesn't seem so. You'd think a holy paladin would be better due to survivability b/c of plate armor. Or does it matter, and other classes just have superior heals?

Physical damage reduction. 48k is 51% reduction (mine on pally), 16k is 25.5% (yours on rogue).

Ask a priest how squishy they are compared to us:p It may not seem like much but it does add up fast, when you get healer aggro.

Priests also have Inner Fire, which we keep up 99% of the time, and that adds a nice amount of armor. Not as much as someone wearing plate, but it helps to make us a bit less squishy.

It partly depends upon whether you are talking about PvP or PvE. In general, paladins have some strong survivability, especially against physical damage (as long as we wear a shield!), which is taken into account by Blizzard when they balance the classes. Do note, though, that some special effects ignore armor, even though they're considered physical damage, and some classes in PvP have armor penetration. For example, Attenuation from the Vizier deals 120k (normal) to everyone per ring, regardless of armor.
