If it's a buff that you can see on you (in the upper right corner near the minimap) then most buff mods will track it easily if you enter it by spellID or name.
If it's only a combat log event and doesn't show up as any sort of a buff, then it's a little harder, but most popular buff mods will still able to do it though it'll require more setup for triggers. You'd look into WeakAuras or TellMeWhen first which both should have impressive list of triggers built in, and ability to add more.
If you need to figure out what happens when it procs and you don't have any sort of buff applied on you, do a snapshot of the combat log by typing
then once you're sure it happened/procced, type /combatlog again to stop it. You can find the log under WoW/Logs
Look up what even happens when it procs and then use that event as a trigger in your buff mod of choice.
