Healing Elixirs is a completely valid choice if you don't need the cooldowns. It's what I use in 5-mans. It also procs off of Thunder Focus Tea. I mean, if you're not going to use the cooldown, there's no reason not to have that extra self-healing.
Chi Torpedo is appealing because it doesn't cost mana, but ..... it's gimmicky, it aggros random things, it kills nearby critters ... I have issues with it. I just use Xuen since he does healing AND sparkles. RJW theoretically has a purpose if you're trying to help kill bats on Tortos -- I know it's recommended for the tank in that situation -- dunno if it's worth it as a Mistweaver.
I used to run Healing Elixers, and it's great for constant damage fights like Garalon or Elegon. However, chances are, you're going to be in fights that cause some pretty nasty and quick burst fights, and in those cases, HE is simply wasted healing when it's up and you need to down a mana tea. It's still good and it's still free heals, but I personally prefer to use Dampen Harm or Diffuse Magic, depending on the fight.
Also, Chi Torpedo, all day everyday. It's just so good. It works extremely well with Celerity, and you aren't limited to rolling forwards; pressing your S key (or equivelent) and rolling causes you to roll backwards and put out some insane numbers. Combined with Chi Burst, you'll never have to worry about overpowering raid damage with low Chi and everyone is stacked. Xuen, however, is a very good choice if you simply don't like how CT works. Xuen procs some pretty damn good Eminence numbers and adds a good deal of damage to the fight, and isn't as situational as CT is. RJW...eh, I guess could be a good option if you like using SCK a lot, but I find the Chi better spend on Uplift. That's just me, though.
