- Battle fatigue should proc on both dealing and receiving pvp damage

- The same conditions that apply battle fatigue should also apply ilvl scaling and any pvp-only trinket changes.

Battle fatigue is the only buff that appears during every instance of pvp, be it world, duels, or rated pvp. The drop in max hp will be a bit odd with the sudden ilvl scaling, and the first hit by a player who is unscaled will hurt a bit more, but overall this sounds like the most reasonable solution.

The only issue left unresolved by this is that heroic raid gear will have a lot more gem slots, but it shouldn't be mandatory or even better in most instances with the ilvl drop.

Or we could accept that it's really not a problem, and you'll just have to be careful when trying to gank people in full heroic raid gear.
