Solution to world pvp and pve gear 5.3

- Battle fatigue should proc on both dealing and receiving pvp damage

- The same conditions that apply battle fatigue should also apply ilvl scaling and any pvp-only trinket changes.

Battle fatigue is the only buff that appears during every instance of pvp, be it world, duels, or rated pvp. The drop in max hp will be a bit odd with the sudden ilvl scaling, and the first hit by a player who is unscaled will hurt a bit more, but overall this sounds like the most reasonable solution.

The only issue left unresolved by this is that heroic raid gear will have a lot more gem slots, but it shouldn't be mandatory or even better in most instances with the ilvl drop.

Or we could accept that it's really not a problem, and you'll just have to be careful when trying to gank people in full heroic raid gear.

if it's not a problem then why have ilvl scaling at all?

Vanilla, her hills of gold
In dark and mournful times of old
Did once a hopeless horror hold

When from her sacred veil did spring
With storm and flash, a monstrous thing
His name the heroic raider, the progression king

His legendary boomed across the land
And none who dared and fought could stand
Against the iron tyrant's hand

A palace grand, a artic domain
Such mighty works born of his reign
Built by slaves, their hearts in chains

But seasons change and tyrants die
His fury spent in times gone by
The raider slept beneath Kun Lai

By blizzard's hands he has been taken
By blizzard's tweets he has awakened

Gather pvpers, sound the drums
The heroic raider comes
The heroic raider comes
