I. Stats

Hit and Expertise required to hit a raid boss in MoP:
Hit - 7.5% (2550)
Draenei - 2210

Expertise - 7.5% (2550)
Troll - 2210
Dwarf - 2210

Hit and Expertise required to hit a 5 man heroic boss in MoP:
6% - 2040 rating

Agility is the primary stat, regardless of spec. After you are hit and expertise capped your stat priorities are (for BM, SV):
Crit > Mastery > Haste -------- This is what you use at entry level gear without RPPM effects and lower tier weapons.

After recent buffs, item upgrades, and Blink Strikes, When in Throne of Thunder levels of gear, Beast Mastery moves to Crit = Haste > Mastery with Haste overtaking Crit as your ilvl increases further.

There's a raging debate on Survival with Haste vs Mastery with the acquisition of RPPM effects. The gap between them is not very large one way or the other and may often come down to personal simming. Haste > Mastery after fully decked out in RPPM (trinkets, set bonuses, and legendary meta) are likely the route to go due to Haste's inherent scaling and the impact of those effects, even if only gaining a minor amount of uptime. Crit will likely still remain as the best for Survival (though not by much) and the two could basically be considered even at "top end" gear, though encouraging the use of Haste to synergize with Beast Mastery for no true effect on Survival's damage.

For MM:
Crit >= Haste > Mastery --------- Haste will be equal to Critical Strike up to certain thresholds then be slightly worse. Will discuss below.

In heroic T14/starter T15 it's recommended to hit the Haste breakpoint of 5496, putting your Steady Shot at the 1 second GCD during Rapid Fire.

When starting to get into heroic T15 gear (heroic weapon and a 530+ ilvl) it's recommended to begin working towards a Haste level of 7896, putting your Steady Shot at a 1.33 second cast time when unhasted.

A. Reforging

Use an addon like Reforge Lite or the website WoW Reforge.

Plug in the value of each stat for importance and it will reforge your gear for you. Here is a screen shot of my toon on wowreforge.com:

Notice in the red area the value of hit and expertise are highest, since they are the most important. Next I made Crit 2.0 to ensure it would get priority over Mastery and Haste. The green text turn red when it's an item you need to reforge. It shows what you currently have and what you need to turn it into.

What follows is a short guide for those that use www.wowreforge.com but have upgraded their gear. By default, Wow Reforge does not detect gear upgrade, which often leads to inaccurate reforging results. You can, however, manually adjust your gear so that your results are valid.

How to use www.wowreforge.com when you have upgrades for your gear:

1. In one browser window or tab, open your character profile in the Battle.net Armory. This is for reference purposes.

2. Mouse over your upgraded gear and write down the new stats on that piece of gear. Repeat this step for all of your upgraded gear. You will refer to this list in later steps.

3. In a second browser window or tab, open www.wowreforge.com and import your character as normal.

4. For each upgraded piece of gear, click on that piece of gear to open the Change Item window. In the Change Item window, you can modify the stats on that piece of gear. For example, the LFR Taoren has 647 Haste and 704 Mastery at 0/2 upgrades. At 1/2 upgrades, the item has 671 Haste and 731 Mastery. So if you have a once upgraded LFR Taoren, you would replace the 647 in the Haste field with 671 and the 704 in the Mastery field with 731.

5. Repeat Step #4 for each piece of upgraded loot.

6. Adjust your stat weights as normal.

7. Run the reforging process as normal.

Note: These settings are not persistent. If you navigate off www.wowreforge.com, you must reenter all of your upgrades again. When you click the Template Link, Save, or Reforge Direct Link buttons, your customizations are lost.

Unless the socket bonus is 80 agility or higher, always gem pure red (agility). Never gem straight haste/expertise/mastery/hit.

Food:
When cooking you want to learn the Way of the Wok. This provides our agility food. There are 3 levels of food you can make, each requiring more expensive ingredients:
Sauteed Carrots - 250 agility
Valley Stir Fry - 275 agility
Sea Mist Rice Noodles - 300 agility

Flask:
Flask of Spring Blossoms - 1000 agility

Potion:
Virmen's Bite - 4000 agility for 25 seconds

II. Spec

What spec should you be? (level 90, PVE)
Beast Mastery and Survival are both competitive options. Survival performs slightly better than Beast on multitarget encounters while Beast will perform better on shoot outs, especially as your gear increases. The gap between the two is not very large and can largely come to personal preference unless 100% min/maxing.

What spec should you level as?
Honestly all 3 specs work just fine for leveling. Tame a pet you think looks prettiest, spec it Tenacity, and have fun with it.

A. Glyphs

Glyph of Animal Bond is pretty much the only one that is required. For the 2nd and 3rd you can use what best suits you. Either Glyph of Deterrence for fights where you have to soak a large amount of damage, like heroic Elagon, heroic Will, Tortos, heroic Jin'rokh, Ji'kun, and Lei Shen.

For MM spec
Glyph of Chimera Shot should be the base. However, use Glyph of Aimed Shot if a fight has required movement during your Careful Aim window (possibly Magaera).
Glyph of Liberation is really handy for quickly getting out of situations while also providing a heal, like normal and heroic Horridon, Iron Qon, and Lei Shen. Glyph of Misdirection when questing.

Minor Glyphs: It's pretty free-for-all for minor glyphs. Some to consider:
Glyph of Stampede - makes your pets all identical. You can use this if you do not need any additional buffs covered.
Glyph of Aspect of the Pack - nice for running back as a group after a wipe.
Glyph of the Cheetah.

B. Spec

Level 15: Crouching Tiger, Hidden Chimera
Level 30: Silencing Shot
Level 45: Aspect of the Iron Hawk
Level 60: Dire Beast (Beast Mastery) or Fervor (Survival, Marksmanship)
Level 75: Blink Strikes is now the superior option after 5.3 unless in the event of a 30 second burn phase (heroic Jin.)
Level 90: Glaive Toss or Barrage (AoE.) Powershot performs closely to Glaive Toss at higher levels of weapons and Haste but Glaive Toss remains just slightly superior.

III. Pets

Pet's damage was normalized, meaning they do the same damage.
Bring the pet that fills the missing buff/debuff in your party. For soloing, a Spirit Beast for the heal or Wolf for the crit are a good choice. Otherwise pick what you think looks the prettiest.

Don't know what every class brings to the group? An extremely helpful addon is Raid Check List. It shows which buffs/debuffs are missing and which ones you can provide. All you have to know is which pet to bring. If you bring the right pet out, it turns from blue (missing) to green (covered) in the list.

A. Stampede

When I use Stampede, what abilities can I expect my pet to use?

During Stampede, you control your active pet as you normally would. The 4 summoned pets, however, are restricted in the abilities that they can use. Any abilities that are set to auto-cast when you last dismissed your pet will be used according to their normal usage rules. Abilities that are not set to auto-cast will not be used by your summoned pets. Abilities that cannot be set to auto-cast, Ancient Hysteria and Eternal Guardian for example, cannot be used by the pets summoned by Stampede. You cannot use macros to bypass the auto-cast restrictions.

Here are some examples of what you can expect during Stampede:
1. If you leave Growl on auto-cast for a summoned pet, that pet will use Growl on cooldown if they are not at the top of the threat table. If Growl is not set to auto-cast, your summoned pet will never Growl. If you have a macro that contains the line "/cast Growl", then your active pet will Growl, but none of your summoned pets will Growl. This goes for all pet abilities that can be set to auto-cast, including but not limited to Growl, Rabid, Web, Demoralizing Roar, and Furious Howl.

2. Assume your active pet is a Corehound and you have "/cast Ancient Hysteria" in a macro. If you use that macro during Stampede, then your active Corehound will use Ancient Hysteria as expected. Assume your active pet is not a Corehound, but one of your summoned pets is a Corehound. If you use your Ancient Hysteria macro during Stampede, your Corehound will not cast Ancient Hysteria. This goes for all abilities that cannot be set to auto-cast, including but not limited to Ancient Hysteria, Eternal Guardian, Froststorm Breath, and Burrow Attack.

IV. Rotation

There is no set rotation for a hunter, but we do have a priority. This means if you have to choose between hitting one of two abilities, you hit the one that is the most important. Here is the order of importance for our abilities: Abilities with a * listed next to them means that they become at this priority if correctly aligned with our very potent RPPM effects (common on the pull of the fight.) These abilities/cooldowns are ones you want to get fired out immediately at a proc and are often worth saving for said procs.

Focus Fire used at discretion. Ideally, should be used on cooldown unless Bestial Wrath coming off cooldown before (at least) most stacks can refresh.

Lock and Loads are handled by firing all three Explosive Shots consecutively. No more need to pause.

Enough Haste to use Aimed Shot outside of Careful Aim is when your Aimed Shot is at the 1.4 second mark, common during Rapid Fire and Heroism. Aimed Shot is a loss outside of those windows.

D. Cooldowns

Hunters, as you can see by the priority list have a few different cooldowns to use as frequently as required. Our cooldowns, both lengthy class wide and spec specific, use different models when applying their debuffs to the enemy. Snapshotting effects are abilities that snapshot your current stat values when they run their duration, even if effects fall off prior. Snapshots are best used (as long as you don't hold them very long) with large gains such as trinket procs. Dynamic effects are ones that update based on your stats each tick and should largely be used on cooldown or before a trinket proc is expected (or as it starts in the case of trinkets like Renataki's.) Proper timing of a cooldown is an effective and necessary way to min/max your damage.

Snapshot: Black Arrow, Explosive Shot, Serpent Sting (will update after a Cobra however,) Lynx Rush.
Dynamic: Murder of Crows, Stampede

Fervor: A unique cooldown in that it gives us a surge of Focus. Fervor is the preferred option for Marksman and Survival Hunter. This is another that should be used at discretion, ideally being as close to cooldown as possible but without Focus capping. Provides flexibility to the gameplay and can be held for brief periods to jump start for things like Murder of Crows, Black Arrow, or for AoEing.

**Note: With the change to Cobra/Steady shot being castable while moving, you will need a /stopcasting macro so you can quickly cancel this when needed. You can either create a separate keybind and use:

Other abilities to consider attaching a stopcast macro to are silence shot, scatter shot, and kill shot. DO NOT macro these into all your normal abilities! This will make it so you can't spam your abilities. One /stopcasting stops your auto shot, and the other cancels your cobra/steady shot.

VII. Professions

Blacksmith: 2 extra sockets for potential 320 agility if using Delicate Primordial Ruby or Perfect Delicate Pandarian Garnet
Jewelcrafting: 2 bonus gems Serpent's Eye which give a total of 320 agility
Inscription: Secret Tiger Claw Inscription - bonus 320 enchant to shoulders
Alchemy: Mixology bonus that gives 320 agility. Also flasks last 2 hours instead of 1.
Engineering: Synapse Springs, as well as Tinker's Gear which goes in cog sockets and gives 600 of a certain stat.
Leatherworking: Cheap bracer enchant that is 320 agility higher than the normal enchant.
Enchanting: Enchant Ring Agility - 160 agility to each ring
Tailoring: 4000 attack power proc that lasts 15 seconds on approx a 1 min CD.
Mining: 480 stamina
Herbalism: 2880 haste for 20s every 2 minutes and heals 13875 - 16125. Equivalent of 480 passive haste.
Skinning: 480 crit rating

VIII. Race

Listed in order from best to worst DPS for each faction. For Pandas they are neck and neck with the top race (Worgen and Troll). The differences are very minor between each of the races. At the end of the day pick whichever race you personally think looks best if DPS isn't that big of a factor for you.

Alliance

Pandaren - double food buff effectiveness, 50% less fall damage taken.
Worgen - 1% crit.
Draenei - 20% heal, 1% hit.
Dwarf - 1% expertise, remove diseases, bleeds, poison, and reduces damage by 10% for 8 seconds (2 minute CD).
Human - Remove effects that cause loss of control with your character (2 min CD).
Night elf - threat drop.

Horde

Orc - 15% reduced stun effects, 2% increased pet damage, increase attack power by 4514 for 15 seconds (2 min CD).
Pandaren - double food buff effectiveness, 50% less fall damage taken.
Troll - 20% casting speed (3 min CD), 10% increased health regen during combat, 5% bonus damage against beasts, 1% expertise, 15% movement impairment reduction.
Undead - Remove charm, sleep, and fear (2 min CD), shadow damage chance on hit that also heals you.
Goblin - rocket jump, belt rockets, 1% cast speed increase.
Tauren - Stun enemies within 8 yards for 2 seconds (2 min CD), 5% base health.
Blood elf - focus restore and silence enemies within 8 yards for 3 seconds (2 min CD).

D. Throne of Thunder

1. Jin'rokh the Breaker
Normal:
Heroic: Deterrence right before Ionization prevents the Ionization debuff from applying to you entirely. This is recommended if you know you can survive the storm bolts without Deterrence and will give you a minor damage gain.

2. Horridon
Normal: Recommend you take Fervor for this fight since Thrill of the Hunt may not proc at the right times and Lynx Rush may not hit every target. You have a lot of control with Fervor. Keep black arrow, serpent sting, and crows on boss. Your stampede should come up during the last door. If you are having an issue downing Jalak in a timely manner, you may want to hold off on using stampede until he comes out.
Set your pet on passive and keep him on boss the entire time. The constant running round to targets is a DPS loss. Your serpent spread (SV) will be just fine.

Heroic: The only main difference is the addition of your very own pink dinosaur (direhorn spirit) who wants to kill you. You are the only person who can see this and it is solely your job to take care of it. It cannot be killed but can be knocked back with any ability and/or your pet. You can make a keybind to send your pet onto the direhorn while he is walking through the boss to get to you. WARNING: if you leave your pet on the dino too long it will phase bug and may hit another raid member. You will know when it becomes bugged when the line connecting the dino to you is no longer there. Keep sending your pet back onto the boss when the pink dino is at a safe distance.
If you choose not to use your pet, this macro may be handy:
/target direhorn spirit
/cast Arcane Shot
/targetlasttarget


Snake Trap is also an effective way, when possible, to deal with the Direhorn Spirit.

3. Council of Elders
Normal: Binding Shot on the Sand add spawns can stun them and provide your tank more time to get threat before they smack healers.

If you are on turtle kicking duty, here is your stop casting and use the kick shell extra action button macro:

Heroic: You should be on Misdirect duty. There will be a bat tank. Make a focus macro. They will appear every time just as your Barrage is off cooldown. If you choose not to use Barrage, make sure you have enough focus to use a few Multishots on the bats.
Here is a macro to target the humming crystal to gain your shield buff. Make sure you are next to any crystal and your back isn't turned to it:

Normal: Deterrence can be used to negate the green acid explosions, resulting in less necessary movement.

Normal: Whenever you have your feather charge (you'll see an extra action button you can use), fly up direction above the boss when she casts Feed Young and catch the green goo. This must be caught mid air and can only be done if you have a feather.
Primal Nutriment - Successfully catching one of Ji-Kun's food globules mid-air increases the player's damage and healing by 30% for 30 seconds. Also increases damage and healing by an additional 10% each time it's applied, up to a maximum of 200%.
Watch DBM timers and make sure you are under the boss before a Down Draft occurs. This will attempt to push you off the platform. You can turn and use disengage with post haste or the disengage glyph can help in a pinch.
Make sure you have an extra action button macro for easy use of your wings.

Nice post as always Bullet, One type-o (That i noticed anyway) was in the Heroic BiS list, the soul charm trinket is listed as the neck piece. Whereas necklace of the terocota archer is BiS (Heroic trash drop) With Quadra head brooch as the next best option.

Some boss fight stuff:

Horridon:

On Heroic difficulty, the snakes from your Snake Trap can knock back the Direhorn Spirit. They also have a tendency to run to other nearby enemies and/or die to the AOE effects on this fight, so Snake Trap isn't always reliable.

Council of Elders:

This is a multidotting fight, so make sure to keep Serpent Sting up on all of the bosses.

You'll want to save Deterrence for Frostbite during the Frost King's empower.

Durumu:

There are occasionally some pet despawning issues. I don't see it very often, but you should have a pet summon keybound so you can quickly resummon your pet if necessary.

You should also use these two macros to save a lot of time looking for/selecting targets.

/tar boss1
Targets the boss (Durumu).

/tar Crimson Fog
Targets Crimson Fog, which doesn't have a NamePlate.

On Heroic Difficulty, you can Multishot the boss and 3 segments of Ice Wall while targeting the boss. If the walls live for longer than a few seconds, tab Serpent Sting on wall segments may be a DPS increase.

Dark Animus:

Deterrence prevents you from taking any damage from Matter Swap.

Twin Consorts:

During the first phase of the fight, Suen is targetable while he casts Tears of the Sun. Use this time to put DoTs on her, as having her health as low as possible at the beginning of phase 3 is important. Serpent Sting and Black Arrow will continue to tick even after Tears of the Sun is over; however, A Murder of Crows will not continue to tick and should not be used.

Horridon - As well as the snake trap thing Meleti mentioned, I use this macro as a backup

Tortos - Deterrence deflects furious stone breath.
If you deterrence before quake stomp, your shield wont drop (at least it shouldn't).
Glyph of Liberation heals add to your shield (itssomething.jpg)

Iron Qon - You can disengage over lines.
You can use master's call to remove dam'rens spear line debuff off people. (just woke up, name's escape me right now)
If you pre-emptively run to the outer edge of where the windstorm will be, disengage just as he casts it and you can avoid running all together.
If you have the shatter debuff, deterrencing just before it expires will stop it from nuking the raid.

Mastery is only just better.
As to why, Mastery benefits everything but auto-shots, multi shot and Barrage/Glaive Toss/Powershot (T15 4 set and meta gem also benefit from Mastery but at that point you want to go Haste).

Haste on the other hand only speeds up the cast time of Cobra Shot/Powershot, Increases our focus regen/pet attack speed very slightly and increases the frequency of auto shots by a small amount. We just don't get much bang for our buck from Haste :x

Once you get any 2set/meta/RPPM trinkets, haste becomes better.
Whether you go one way or the other before all that, you wont see a huge difference.

Few things I noticed were incorrect:
DB listed as the perfered ST talent, whereas Fervor is the correct choice for MM+Surv. DB remains for BM.
Priority for AMoC, Fervor, and Stampede (correctly executed) should be moved up above BA/KS/ES/GT for Surv
Heroic BiSlist neck should be the horridon one
Cloak should be Ra'den, or horridon if not killing ra'den
Bracers should be haste over crit stats
weapon (which is missing) should be Voice, or if you really need to drop hit HTF Michoran

Tips
Snake traps on H Horridon really help against the dire spirit, expecially glyphed
Binding shot on H Magera really helps mitagate arcane adds, expecially if you combine it with a MD to a dps/a frost trap
On twins heroic(normal too I guess) AMOC does not tick on either of the chicks while they're down, so don't blow it on them. BA will still tick but won't give you LNL, and serpent sting will tick

and a string for serpent sting that's a lot less flashy, just bounces when not applied to a target while in combat
