I believe now that it is possible to hit mastery cap with food and
This character is a really well geared prot warrior (with some obvious exceptions) and with some re-gemming and flasks and food, they get really close to the mastery crit block cap.
They are sitting on 16312 mastery with their current gear/gems.
3000 mastery from raid buffs.
You can add 1920 mastery with a total gemming of mastery.
Since they are pandaren, they gain double the benefit of food so the most amount of mastery they can get with food is 400 more mastery.
And finally since they are an alchemist, they gain an additional 240 mastery from a mastery flask, so 990 mastery from the elixir.
16312 + 3000 + 1920 + 400 + 990 = 22622 mastery.
The cap to crit block is 22640.65387348969.
Rounded up it is 22641 mastery. 19 mastery rating is the difference.
With maybe one more thunderforged piece of gear, this person can hit the critical block cap, this tier. Therefore, I believe that it is possible to hit mastery cap for warriors this tier.

We aren't block capping but rather critical block capping.
I think what they meant by that was reaching the 102.4% avoidance threshold that was around in 4.3.
This meant that were not able to be hit by any unmitigated hit whatsoever.

I actually did not know this would be possible in ToT gear.
I think Kangarooster/Clutche/me's estimates were around 85% Mastery. OP's link is unbuffed at 77% right now (for a barometer; I have zero heroic drops, a couple TF pieces and I'm at nearly 72% unbuffed); and they can still grab a lot of pieces that have more native mastery on them then they have (Jin'rohk DPS belt, Lei Shen legs, Horridon cloak, Ra-den ring, ect) to hit closer and closer to that 85% mark.
Next tier warriors are definitely capping though.
What makes you think that?
Garrosh is a warrior type person, what makes you think that nothing big he will do will be block-able?
