It appears that HTT and HST will gain or lose a tick near their haste breakpoints due to latency issues and might randomly award another tick at arbitrary haste levels
Nah it's just broken and they don't care to fix it. After multiple beta posts/bug forums posts/ect.
Pretty disgraceful that in the 8th month of the expac they haven't bothered to address or even admit that there is an issue.
P.s. Dont believe me go look at WoL and see how many shamans you see in the top 100 or even top 50 on current content. Dont worry Ill wait.
In H 25 man there are 18 top ten parses. So right in line with balanced healing. 6 healing classes so multiply 6x18 and you'll see they are not that bad. But really the meters aren't as important as you might think.

Looking at the top 10 overall parses on each fight is such an absolutely worthless method of assessing healer balance that it isn't even worth commenting on. On top of that, a large number of those 18 parses were from the 2 day period this week when Healing Rain was uncapped in error.
Here is a better view of 25 man balance, looking at an aggregate of all parses.
It's more of a view of pre-patch balance; we need to wait for a couple of weeks of 5.3 data, especially with much of it skewed by the HR bug to see where healer balance really is. However, it's pretty clear that we will be in a bad place in terms of overall throughput if the major Druid/HPriest/Monk buffs end up being larger than 10% total buffs.
