[5.4] Legendary Cloak and Healer Trinkets

Legendary Cloak Proc:
Your healing spells also grant the target the Spirit of Chi-Ji, which heals the target for 3% of their missing health, every 1 sec, for 3 sec.

Trinkets:
  • Trinket 1 - http://ptr.wowdb.com/items/102294-5-4-raid-normal-siege-of-orgrimmar-boss-x-loot-x
  • Trinket 2 - http://ptr.wowdb.com/items/102299-5-4-raid-normal-siege-of-orgrimmar-boss-x-loot-x
  • Trinket 3 - http://ptr.wowdb.com/items/102304-5-4-raid-normal-siege-of-orgrimmar-boss-x-loot-x
  • Trinket 4 - http://ptr.wowdb.com/items/102309-5-4-raid-normal-siege-of-orgrimmar-boss-x-loot-x
  • Trinket 5 - http://ptr.wowdb.com/items/102314-5-4-raid-normal-siege-of-orgrimmar-boss-x-loot-x

Alright.

So the legendary proc is pretty ridiculous, being passive. It's 3% of the target's missing health, not total, so it's much better when everyone is at low HP. I'm curious how it interacts with AoE spells because the way I'm thinking it works means that they'd get vastly more benefit out of it. At very low health, it could pretty much double the effectiveness of my PoH on a target.

Trinkets 1 is a pretty large throughput boost, coming in at 3.3%. I'm not sure I'd actually use it though given some of the other trinkets.

Trinket 2 has snazzy potential. I don't know how it works specifically, but I'm going to assume it's a multiplier (because if it were additive, it would be broken). So if you had, say, 20% crit without the trinket, you'd have (20% * 1.14) = 22.8% crit with it.

Trinket 3 is also pretty cool, though exceedingly vague. For Disc, I assume it would, at the least, give me my old 4pT14 back, but I'm really not sure. I assume the numbers will get tweaked on this one, but it'd be pretty nuts for everyone if it reduced the CD on just one major ability (like Penance or Holy Shock).

Trinket 4 is neat. Since it only diminishes on cast, you could combine this with a Potion of Focus for super-mana regen. I don't know if I would, but it's a possibility nonetheless. It is a proc though, so it's a bit weird.

Trinket 5 is boring.

Currently, for Disc the trinket will reduce the cooldown of: Barrier, Hymn of Hope, Sfiend/Mindbender, Inner Focus, Pain Supression and Spirit Shell.

Would be surrpised if such CD was not BiS for Disc if that is so.

I'm gonna guess it only applies the buff on application.

This trinket is a nightmare. Here is to hoping it is removed.

It will become required for certain classes and be pretty useless for others.

Cooldowns are not normalized across classes and since so many raid mechanics come down to can you survive at the right time (i.e. using a cooldown) having a trinket like this is just not going to be nice, IMO.

My point is some classes will get ridiculous use out of this and it is not really easy to balance around this.

Though its much less for healers than dps or tanks, I realize trinkets are already like this somewhat (as in some healing classes get more benefit from certain trinkets than other healing classes). But adjusting cooldowns is completely new and just not a good idea - it will allow people to cheese some fights and mechanics based on how timers are for some abilities.

I'm guessing they're incomplete. For Resto Druids, I am reasonably sure you'll get Tranq reduced, same for Shaman and Spirit Link Totem. Everyone else has their 3 minute CDs on it, so seems right to me.

I'd also hazard a guess that Ascendance might also be on it. Dunno what other Druid abilities might be on it, I'm not super familiar with your mechanics.

There were only two entries for Shaman though and the other one was most definitely Enhancement. For Druids there were three and the other two were Feral and Guardian.

Oh, also, the trinket reduces the CDs by 17%, not 39%. Weird tooltip bugs.

For Resto Druids, our CDs include:

Barkskin (1 min)
Force of Nature (20 sec recharge)
Heart of the Wild (6 min)
Incarnation (3 min)
Innervate (3 min)
Iron Bark (1 min)
Might of Ursoc (3 min)
Nature's Swiftness (1 min)
Nature's Vigil (1.5 min)
Stampeding Roar (2 min)
Swiftmend (15 sec)
Tranquility (3 min)
Wild Growth (8/10 sec)
Wild Mushroom: Bloom (10 sec)

I don't know how the trinkets will effect talents, if at all, considering we have CDs and passives in the same tier.
