I am currently using the Nature's Vigil talent with the Incarnation talent. I don't know if I will generate more heals per second if I switch it with the Heart of the Wild talent (last tier).
HotW provides you with a constant buff to int and the ability to help DPS on healing downtime. But if you like having a very strong Incarnation or another CD on top of that I see no issue with either choice.
1. Should I aim for the second haste breakpoint or stop at the first breakpoint and stake mastery? I ask this because my offspec is boomy and that requires I believe a little more than 5k haste as minimum for the first boomy haste breakpoint.
The general consensus is that the 6652 HBP isn't really worth it unless you have so much haste that it only makes sense to reach it. A lot of rdruids are aiming for 3043 and then 13163. But for 13163 you'll want legendary meta and HLG and be cloae or past ilvl 540.
But for you I would stick with 3043 for now. Your gear just can't afford to go beyond that and be optimal. If you need to hit a point for OS then switch out some gear/trinkets to reach that point.
If you're sharing gear with Boomy then it's best to gem more pure int in red slots then hybrid. But I would certainly reforge for mastery where able.

I would get rid of all the haste gems. You have too much haste as it is past 3043. Your meta gem is wrong. I would actually use 200 spirit on your chest in your gear if you plan on doing anything other than LFR. If that's all your doing then it really doesn't matter.

Healing isn't like DPS. I don't know what you use to heal whether the default UI or an add-on. Some add-ons have built-in mouse-overs which some find more useful. In general, you should have your main spells run through macros even using add-ons. /cast Nature's Swiftness
/cast [target=vuhdo] Healing Touch
This is popular. I have it to cast when I mouse-over my VuhDo frames but you can change the vuhdo line for [target=mouseover]
You can use this as a template for most of your spells. (/cast Ironbark [target=mouseover]) etc.
