All information primarily pertains to PvE and Level 100 unless otherwise noted.

Weapons
  • Enhance: Slow mainhand and a slow offhand. Put your best weapon in your offhand.
  • Elemental & Resto: Both 2H and 1H+Offhand are fine.


Talents
Enhancement
L15, L30, L45 - Survivability and PvP utility. Personal preference.
L60 - Ancestral Swiftness. Elemental Mastery is lower damage but useful if you need burst. Echo of the Elements is nice for AE only.
L75 - Ancestral Guidance
L90 - Unleashed Fury or Primal Elementalist
L100 - Storm Elemental is the best single-target damage and also offers healing. Liquid Magma offers AE. Elemental Fusion is passive. Note that Flame Shock DoTs spread by Lava Lash do not benefit from Elemental Fusion.

Elemental
L15, L30, L45 - Survivability and PvP utility. Personal preference.
L60 - Echo of the Elements is the best overall choice, particularly for AE. Elemental Mastery is useful for single-target burst. Ancestral Swiftness is competitive if you prefer largely passive gameplay.
L75 - Ancestral Guidance
L90 - All 3 talents are very close. Personal preference.
L100 - Storm Elemental is the best single-target damage and also offers healing. Liquid Magma offers AE. Elemental Fusion is passive. All 3 are competitive.

Resto
L15, L30, L45 - Survivability and PvP utility. Personal preference.
L75 - Personal Preference. Depends on the fight.
L90 - Unleashed Fury
L100 - High Tide.

Glyphs
Enhancement
Glyph of Frost Shock is a small (~0.8%) single-target DPS gain. Glyph of Fire Nova, Glyph of Lava Spread, and Glyph of Chain Lightning are all nice for AE. Glyph of Lightning Shield is a survivability choice. Glyph of Shocks is great for leveling.

Elemental
Glyph of Chain Lightning is required for AE. Other glyphs are optional. Glyph of Spiritwalker's Focus offers more frequent movement.

Restoration
Glyph of Riptide impacts performance and is required. Glyph of Chaining is particularly attractive when targets are spread. Other glyphs should be switched out situationally.

Gearing
The proper way to determine stat weights is to run simulations using your character's stats. Gearing advice below is intended for new or casual players.

Remember that in addition to 1% damage, 1% Versatility also gives 1% healing and 0.5% damage mitigation. When stat values are close, go for Versatility.

Gearing Enhancement
1) Agility >>> Haste > Versatility = Multistrike = Mastery = Crit
2) Gem Haste.

Gearing Elemental
1) Intellect >> Multistrike > Versatility = Crit = Haste = Mastery
2) Gem Multistrike.

Gearing Resto
If you often run out of mana, prioritize Spirit over everything but Intellect.

1) Intellect >> Haste > Mastery > Versatility > Spirit > Multistrike = Crit
2) Gem Haste.

(Note: Resto stat weights are still being actively discussed, as they aren't generated by simulation. They are likely to change.)

The Resto Haste Soft Cap
DoTs and HoTs now use partial ticks with haste, so the soft cap is no longer in effect.

How to AE
Elemental
Only cast Earthquake after Chain Lightning hits 3 targets so it benefits from the Enhanced Chain Lightning perk.

1) Open with Chain Lightning
2) Cast Earthquake on cooldown.
3) Fill space between Earthquakes with more Chain Lightning.

Enhancement
1) Flame Shock.
2) Lava Lash -- To spread the Flame Shock DoT
3) Fire Nova -- On cooldown.
4) Reapply the Flame Shock DoT and spread via Lava Lash when necessary. Remember that Lava Lash spreads the DoT to six targets per cast, and that it spreads the current duration, not the full duration.
5) Chain Lightning -- With 5 stacks of Maelstrom Weapon.
6) Magma Totem -- Only if enemies are not moving and will take over 10 seconds to kill.
7) Unleash Flame -- Works with Flame Shock and Fire Nova. Use it in free GCDs.

Enhancement Simplified Priority
Use these abilities in order of priority to maximize sustained damage. This priority is simplified to the point where humans can reliably execute it. You should also use your cooldowns (Ascendance, trinkets, Fire Elemental, and wolves) as often as possible.

1) Searing Totem active and in range of your target.
2) Unleash Elements (with the Unleashed Fury talent)
3) Lightning Bolt - With a 5 stack of Maelstrom Weapon. Use Chain Lightning only if >1 target.
4) Stormstrike
5) Lava Lash
6) Flame Shock - Only use if the DoT is down.
7) Unleash Elements
8) Frost Shock

Elemental Simplified Priority
As with Enhancement, this is a simplified priority. Always use your cooldowns as often as possible. Only cast Ascendance if your Flame Shock DoT duration is >20 seconds on your target.

1) Unleash Elements (with the Unleashed Fury talent)
2) Earth Shock - With 19 or more stacks of Lightning Shield
3) Flame Shock - If the Flame Shock DoT duration is about to expire (<3s) on your target
4) Lava Burst - Only if the Flame Shock DoT is active on your target
5) Elemental Blast - If you chose this talent
6) Searing Totem
7) Lightning Bolt - Your filler

Maelstrom Weapon
- Maelstrom Weapon (MW) is Enhancement's spec-defining talent. A 5-stack Lightning Bolt should always be high priority.
- MW is set to 7.2 base procs per minute (PPM).
- Note that this is before dualwielding, Windfury, instant attacks, and haste effects. MW procs a lot more than 7.2 per minute. Due to instant attacks, slow weapons are better than fast.
- MW scales with attack speed. It provides additional MW procs.
- Spells "hard cast" with partial MW stacks do not reset the swing timer. They suspend it.

Elemental Totems
- Fire Elemental remains a powerful DPS cooldown.
- Storm Elemental (talent) is a new powerful DPS cooldown.
- Earth Elemental is no longer worth casting for DPS. It should only be used for utility and solo tanking.

Lava Burst and Multistrike
- Lava Burst has an additional third chance to Multistrike. This third attack is based upon the caster's Critical chance, not Multistrike.

Deep Healing (Resto Mastery)
Deep Healing is a simple function that improves linearly as your target's health drops. It works with every shaman heal.

Point for point, mastery rating is better than haste rating if your target has under 53% health. Haste rating is thus superior to mastery in most situations.

Looking at crit rating casting Chain Heal and Healing Rain, mastery rating wins if your target has under 67% health. On single-target heals, it beats crit rating if your target has under 47% health.

In summary, on single-target heals Crit > Haste > Mastery. On multiple targets, Haste > Mastery > Crit.

Deep Healing Multiplier (DHM) = This is the value on your mastery tooltip. It starts at 20% and each point of Mastery (110 Mastery Rating at level 100) adds 3%.

Total Healing = DHM * (Target's Missing Health as a Percentage / 100)

Lets say you have 3500 Mastery Rating and your Healing Wave heals for 15000. Your first target is at 75% health.

20 + ((3500 / 600) * 3) * (25 / 100) = 9.375% additional healing
15000 * 1.09375= 16406 total

Your second target is about to die at 15% health.

20 + ((3500 / 600) * 3) * (85 / 100) = 31.875% additional healing
15000 * 1.31875 = 19781 total

Primal Strike
Primal Strike shares a cooldown with Stormstrike. Once you get Stormstrike at level 26, take Primal Strike off your bars.

Lava Lash
- LL is a standard non-normalized offhand attack that happens to do fire damage. It is affected by the 50% offhand damage penalty just like a normal offhand attack.
- It works just like a normal offhand attack, proccing Flametongue and enchants on your offhand weapon.
- LL completely bypasses armor and is resisted like a fire spell, but uses melee hit.
- LL does not benefit from Unleash Elements, but does scale with mastery.
- LL is very high priority due to its flat damage.

Which Totems aren't raid-wide?
- None. As of 6.1, Grounding totem works raid-wide.

Bloodlust/Heroism/Time Warp/Ancient Hysteria
- These spells drop the global cooldown to 1s. They stack with raid haste buffs like Elemental Oath and Unholy Aura.

How Haste Works
Haste is not a straight speed reduction. 15% haste does not make your 2.6s weapon attack at 2.21s; it actually attacks at 2.26s. The same formulas work for melee and spell haste. They are:

Haste multiplier = 1 / ((100 + haste%) / 100)
Hasted weapon speed = unhasted weapon speed * haste multiplier
15% haste multiplier = 1 / 1.15 = 0.869

So for 15% haste, simply divide your unhasted speed by 1.15.

Earth Shield
- The spellpower coefficient is determined when you cast the spell, so you can blow your trinkets and cooldowns for a better earth shield proactively.

Chain Heal (with High Tide talent) - 812.5% on 4 targets, 1218.8% on 6 targets
Earth Shield - 567% (63% per charge)

Healing Rain - 57.4% (per 2 second tick)
Healing Stream Totem - 25.7% (per 2 second tick)
Healing Stream Totem (glyphed) = 51.4% (per 2 second tick, 25.7% to two targets)
Healing Surge - 412.5%
Riptide - 138% (direct) + 30.0% (per 3 second tick)

Spell Power Coefficients - Damage
Chain Lightning (unglyphed) - 182.2% (60.7% per target * 3)
Chain Lightning (glyphed) - 276.1% (55.2% per target * 5)
Lava Beam (Ascendance CL)- 491.6% (80.5% + 88.6 + 97.4 + 107.2 + 117.9)
Earth Shock - 92.5%
Earthquake - 110.0%
Elemental Blast - 191.4%
Fire Nova - 48.1%
Flame Shock - 35% (DD) and 21.0% (per DoT tick)
Flametongue Weapon - Scales with weapon speed up to 7.5% of Attack Power per hit.
Frost Shock - 77.0%
Lava Burst - 114.4% base (286.0% with auto-crit, 429.0% with Flame Shock on the target)
Lightning Bolt - 96.8%
Lightning Shield - 22.63% (per proc)
Magma Totem - 10.2% (per 2s pulse)
Searing Totem - 20.0% (per 1.65s shot)

Skills, Stats, and Ratings at 100
Note that avoidance stats have diminishing returns, so the benefit per rating point drops as you stack them.

1 Agility = 1 Attack Power
3.5 Attack Power = 1 Auto-attack DPS
1 Mastery = 110.0 Mastery rating
1% Multistrike = 66.0 Multistrike rating
1% Crit = 110.0 Critical Strike rating
1% Haste = 90.0 haste rating
1% Versatility (Damage and Healing) = 130.0 Versatility rating

Defensive
1% Versatility (Mitigation) = 260.0 Versatility rating
1% Dodge = 162.0 Dodge rating
1% Parry = 162.0 Parry rating
1% Chance to block = 54.0 Block chance rating

Minor Attributes
1% Leech = 275.0 Leech rating
1% Runspeed = 110.0 Speed rating

About your Major Glyphs:

Enhancement Shaman should seriously consider getting the Ghost Wolf glyph that adds 5% speed to our GW form because, trust me, you WILL use Ghost Wolf in raids (now that it can be used indoors).

Fire Nova is an option, obviously, but I don't think Fire Nova is very important.

For Elemental Glyphs one should use Flametongue Weapon over Flameshock if they have the 4 piece tier 10 bonus. With Lava Surge procs you're casting Lava Burst so often that the duration of Flameshock actually increases over the fight in many cases.

I would say Ghost Wolf is useful for any PvE fight, even in heroics. It's useful for just getting TO the fight, or even between pulls, especially if your tank moves ahead of you.

Maybe should adjust your point to say, "Ghost Wolf glyph is also useful, since you can now use Ghost Wolf indoors."

Well, my feeling is that in heroics, or at least lvl 80 heroics, fire nova would probably be better. But it's really a close judgement call either way, so sure.

I've never really had a problem with Fire Nova placement really, but I guess in this case it's a matter of preference.

A little simplistic, but very good for new Shamans.

That's the idea. The FAQ is intended to cut back on the "what imbues should I use?" and "what's the hit cap?" kind of questions, improving the level of discussion on the blizz forums. Once you graduate past that stuff and want to push your performance, Rouncer@EJ does a much better job detailing high-level play optimization.

Resto haste? Crit and spirit are last priority? Beta-Resto-Shaman has TERRIBLE mana regen. If we go for all haste, we'll be spending 10000g a week on mana pots...
