Let's face it, as a WD, the only challenging part of this game are the elites (elite packs, champions and bosses). So 21% reduced damage against elites (7% from blackthorne set, 7% from http://us.battle.net/d3/en/item/blackthornes-spurs , 7% from http://us.battle.net/d3/en/item/litany-of-the-undaunted ) is just unbelievably strong.
The fact that blizzard uses addition instead of multiplication works in our favor too: 0.07+0.07+0.07=21% reduction, but if they used multiplication, it would be only 1-0.93*0.93*0.93=0.195643=19.56% reduction!

Elite damage reduction is multiplicative rather than additive. Same with bonus elite damage. The wizard forums proved this a long time ago due to tha natural use of Litany's and Chantodo's set bonus.
If you want me to, I'll try pulling up the various threads as proof.
Still a good option to use, but should be taken for what is.
