Before picking a build, here is a list of debuffs to expect from each of the damage types:
Arcane - Slow (80% with Temporal Flux)
Cold - Slow and Freeze (varies with builds and runes, generally 60% slow from chill)
Fire - More damage (6% more chance to be critically hit with Conflagrate)
Lightning - Stun (15% chance with Paralysis)
Another consideration before picking a build would be the legendary items ("build-changing legendaries") and the % bonus to damage items that you have found or crafted. It is effective to have several pieces working together for one particular element type. See below for a list relevant to wizards.

* Arcane-Based Builds *
Archon - Pure Power & Disintegrate - Chaos Nexus
- Archon Build by Raiyaz#1535
The point of this build is to be able to stack as much cool down reduction as possible, in order to keep Archon up all the time. At this point, I have 43.37% cdr, using the pure power rune on archon (lowers cooldown to 100 seconds) I am able to go into archon every 36.63 seconds. (Note, while you are in the Archon for 20 seconds, the cool down has already started.)
Arcane Orb - Arcane Orbit

"Found" this build while fiddling around with some AT build without LS after viewing and reading the bdf's vid and post(not really working so far on high torments except in group play with monks). DPS is quite OK even if the damage output is definitely lower than AT. Got more mobility and CC than AT's build so yeah.
Arcane Orb - Arcane Orbit & Arcane Torrent - Cascade

The build Focuses on stacking right on the mobs, perma stun through calamity + illusionist, and then massive amounts of arcane damage.
Arcane Torrent - Cascade & Wave of Force - Arcane Attunement
- WOF Build by ximae
Get as many %arcane damage modifiers as posiible and concentrate as much on crit and crit damage with just a bit of ias as u dont want ur resources to consume too fast.Concentrate on mit based.
Arcane Torrent - Cascade

Arcane Torrent costs 16 arcane power per second to channel, which means that with some resource cost reduction and arcane regen, as well as some arcane power on crit, the channel can be maintained for quite a long time. This frees up a signature spell slot for another utility spell.
Arcane Torrent - Disruption

This is a primarily a support build but still putting out some DPS - your party members will LOVE you. I do this because its only you, no added buffs from anywhere meaning if you can do it pure solo you should be able to do it in groups.
- Semi-Tanky Arcane Torrent Build by METD#1485
The core of the build is centered on Arcane Torrent. My goals here were to maximize damage by building around a fair amount of Arcane Power generation to increase channel times on AT. Secondary was building a great deal of defensive power to, once again, increase channel times on AT before having to move.
Disintegrate - Chaos Nexus

The spamability of disintegrate makes this much more devastating than an ice orb build and force armor and illusionist provide all the survivability necessary.
Arcane Torrent - Disruption & Disintegrate - Intensify

The premise of the build is similar to the Monk passive combination strike. You maximize the benefit of having 2 different 'nukes' by choosing the runes that complement one another. Individually, each of these nukes has it's advantages and disadvantages. Disintegrate is terrible against 'waller', but for arcane torrent; it's a free affix. Arcane torrent, on the other hand, is awful against 'fast', but disintegrate can easily target 'fast' mobs. These two skills actually complement one another to make up for the weakness of the other.
Energy Twister - Raging Storm

Spam ET, cast SB when you need resources. Spam Calamity (using Illusionist) to stun and reposition. Sparkflint boosts damage. Electrify works well with ET. Force Armor to withstand burst damage. Temporal Flux to snare. Blur for added defense.
Wave of Force - Arcane Attunement

This build is focused on Wave of Force skill spamming. You guys must try it because it's very very funny to play with. I named it "Mad Flea" because you just keep jumping like a flea over and over again non stop if you do it right.

Arcane Orb - Frozen Orb

Here will you begin as Frozen Orb Wizard and then you will later go for either Defensive Build or the Advanced build when you got a feeling for the Core Build and learned the gameplay. It is the most Basic version and works with a high variety of Gear, works if you have just about 150k DPS or even lower and also works if you have 250k DPS or even higher.

38% cooldown reduction (20% passive rest form gear) its enough to always have a speed skill up to use. after a wormhole use diamond skin. these 2 stack as diamond skin is its own speed buff separate from the illusionist passive. swapped in 4-5 other legendary's with 4-5% cooldown reduction was as much as i could get. this lets you maintain a permanent 50 -110% move speed bonus by rotating all the skills. (faster with shrines!) diamond skin after a wormhole tele as diamond skin is separate from the illusionist passive so they stack! zoom zoom! fun!
Ray of Frost (Light of Grace)

I’ve seen a number of posts on the forums talking about Ray of Frost and Light of Grace, and thought I might write a post detailing my own experience with the combination.
Ray of Frost - Sleet Storm

Basically, spam Sleet Storm while aiming Cannoneer to focus dmg, then use Frost Nova when needed and Teleport as often as possible from Illusionist procs. Teleport allows you to consistently spam Sleet Storm while still getting around (and avoiding bad stuffs), plus 1.5 second stun and extra dmg.

Explosive Blast - Chain Reaction

You are a teleporting nuclear bomb, homies. You can cast Explosive Blast, chain reaction...uh everywhere and always. Mob around the corner? Better get that cast going! In the middle of a "heated" battle? Never break EB casting.
Arcane Orb - Scorch

The way it's played is you find a large group of mobs, place your Hydra, Throw out a Scorch (Arcane Orb), and kite them across the two ground effects while throwing out Magic Missiles. All of your abilities will pierce enemies, so with the exception of Waller enemies, you will never have a problem with too many enemies.
Meteor - Meteor Shower

Play style is similar to CM/WW minus the perma freeze. Teleport, Spam Meteors , Teleport. Rinse Repeat. Damage Mitigation skills and passives can be replaced for additional damage. Glacial Spike with Icicle Familiar at high APS can be quite efficient at locking down single targets (not as good as cm/ww obviously).

How does it work? When your AP is full, cast 2-3 meteors comboed with a frost nova to add the 43% more damage, or make sure your mirrors are there casting frost nova for you. Next, spam flame blades to build up X% more fire damage buff and to refill AP for another quick succession of meteors.
Magic Missile - Conflagrate

This is your main attack and the damage stacks!!! In addition it will heal you quickly one of the few spells in your arsenal that returns 50% of life on hit. Now couple this with the legendary item Mirror Ball you are set my fellow wizards. It's extremely decent damage and costs no APOC.

Meteor - Lightning Bind

You get lots of lightning hits with procs from Electrocute, Meteor and Storm Armor to Proc Paralysis, that gives you (and your group) lots of crowd control.
Meteor - Lightning Bind & Black Hole - Supermassive

It's an electric build. It's a fun build. It's an aesthetically pleasing build. Mirror Images is also a nice skill to have in the mix. This is because your mirror images can mimic Black Hole even if it's off cooldown!

I now have 35% lightning dmg and some extra damage for meteors and Shock Pulse, as well as lowered resource cost for meteors.
Electrocute - Chain Lightning
- Torment 6, Chain Lightning by Malakai#1265
It's not so much the sword as it is the off-hand (Myken's Ball of Hate). It's what really enables Chain Lightning IMO. Even without the helm (Velvet Camaral) it can be really good. With both, it should be quite amazing.
Arcane Orb - Spark & Meteor - Lightning Bind

How it works: You basically spam LL+Arcane orb(Spark) when there are few mobs around.(Meteor not necessary) Use Meteor for massive DPS(Spark gives 2% damage bonus damage for each mob hit to the next lightning skill) against elites or a huge mob.(huge 5 second immobilize allows you to pretty much stun lock if you have enough APOC+Crit.)

This build plays off of buffs granted by passives and active skills and hits like a run away dump truck. It requires no APoC and does massive damage from a free to cast skill.
Wave of Force - Static Pulse & Hydra - Lightning Hydra

Here's a fun experimental build I was working on based on the lightning themed items I picked up so far in Patch 2.0. This build focuses on Wave of Force - Static Pulse and utilizes no life steal. All the recovery options I have are in paragon points: life on hit and life regeneration.
Hydra - Lightning Hydra & Energy Twister - Storm Chaser

Against non-elites mobs, just use Storm chaser once, then piercing orb once, it will launch the storm chaser bolt with 196% weapon damage, repeat.. SC > PO > SC > PO. That means every piercing orb will basically do 214+196=410% weapon damage. Against elite mobs, spam storm chaser, use piercing orb everytime you get 3 lighting charges.

This build is very simple to play. Put down Blizzard to slow mobs, and blast away with Arcane Torrent. Use Glacial Spike on mobs to freeze them and group them together, or to give you a second to gain some ground after they get too close.

How it will work with EE: The spenders (fire, ice, arcane) along with storm armor (lightning) provide 4 different elemental damages (5 if your weapon has another element)--perfect for when level 68 is achieved.

Just rotating between Wave of Force and Arc Lightning when you are out of AP on enemies, with frozen storm and magic weapon on should keep all 4 stacks of elemental exposure on enemies within 15 yards at least.
