battle.net new account creation fails

When I fill out an application for a new account on battle.net, after inputing all of my info and clicking continue, it displays an error "Sorry, but we cannot process your request at this time." when forwarding to the URL:

I am trying to register an account for my son so he can try WoW, but cant seem to complete the account creation process, please advise.
Are you using the option that says "Parents registering for children click here"? I can't link it cause it doesn't seem to link correctly when opened.
If you're using the regular option ( https://us.battle.net/account/creation/en-us/tos.html ) to create an account, that error normally displays when trying to create an account and the person is underage.

No, I have not seen that option any place. I go to us.battle.net then in the upper right corner under My Account menu click "Create a Free Account" which is a link to:

https://us.battle.net/account/creation/

I don't see anything that mentions parents or children in that process including on the creation page link.

I also went to the parental controls section of my normal WoW account. It does allow me to add an already exisiting WoW account to my parental controls, but doesn't say anything about creating a new account.

Weird. The thing you linked shows the line linking to where to go to create an account for a child, but it only seems to appear when certain countries are selected (I haven't tested all, but for example European countries and some other non America region ones have it). It's strange cause as far as I know the terms of use do not allow to create an account for a minor, no matter where they're from. The US End user license agreement says as much:
"The Blizzard Account. To use the Platform, you must register, or have previously registered, a Blizzard account (an “Account”). Creation and use of Accounts are subject to the following terms and conditions:

You may establish an Account only if: (i) you are a “natural person” and an adult in your country of residence (Corporations, Limited Liability Companies, partnerships and other legal or business entities may not establish an Account); and (ii) you are not an individual specifically prohibited by Blizzard from using the Platform."

Maybe they just don't have the system for whatever legal reasons to create it that way on US, but the end result would be that you cannot create the account under your child's name due to being a minor.
No clue why this got moved to the bug report forum. There's this bluepost from April indicating a person under 13 cannot create an account https://us.battle.net/forums/en/bnet/topic/20771226986#post-2 though the EULA says you must be an adult so not sure 13 cuts it either. The limit could be higher.
