I personally do not recommend buying another account, especially from a third party whose credentials you do not know. As SoAngry pointed out, most of the sites that sell accounts are some variety of scammer, and there is a very good chance that at least some of the accounts sold were stolen from other users. It's not worth the risk.

Izual can only be fought in the Great Span in Act IV. He's the last big boss that you fight before Diablo himself.

Horadric Caches are rewards for clearing all the bounties in a given act's location. Once you have them, right click on them anywhere you want to use them. The highest chance of getting good stuff from them comes from using them in Nephalem Rifts, but no matter where you use them, you'll always get mats for crafting legendaries and using Kanai's Cube from them.

To get the Cube, you need to get a quest from Zoltun Kulle and go into the Ruins of Sescheron, which is a new zone in Act III that can only be accessed in Adventure Mode. Once there, you will need to go through the ruins until you find Kanai's fortress and find the cube. You will have to fight some new monsters along the way, some of which are pretty nasty if you're not prepared.

First off, welcome.Since you're pretty new to the game, you're most likely going through Campaign Mode, which you need to get through to get into Adventure Mode. For the most part, the game is pretty intuitive -- kill monsters, get items and get stronger. As you progress through the game, you should be leveling up your artisans as well as your characters, as that will allow you to craft higher-level gear. The main classes who use polearms (particularly in my games) are the Barbarian and the Crusader, with the Crusader being able to one-hand them with the proper passive. There aren't very many legendary polearms though.

I have a Necro going through the main quest right now, but my other Necro (who I'm primarily running as my first Necro's apprentice) is primarily leveling herself in Adventure Mode rather than Campaign Mode. But yeah. High level gems and Gems of Ease are a pretty nice feature if you want to level a character fast in general.
