I've been running T10-T11 act one bounties, and have had 20-30 act 1 legs drop for me and no RRoG so far this season... I changed my build around due to the ring not falling... So I would have to agree.

So... It took me a while to realize there was a special type of goblin that dropped the pets. I thought you had a chance (a low one) that any goblin could drop it, but I was wrong.
