"Enable Monster Power Selection" Problem

I've been scouring the forums for a solution to this problem, but couldn't find any help. Basically I want to check the box in the gameplay menu that says "Enable Monster Power Selection", but it isn't there. I have a full account so that couldn't be the problem, but while looking for a solution to this all I could find was people saying where the option is supposed to be, it simply isn't in my menu. Any help would be greatly appreciated!
Its in game settings on the left of the screen.

To clarify, not in a menu, but on the screen after you have logged in, where you see your character standing there. Look to the left, you'll see a Game Setting button, hit that, and the rest is self explanatory.
there is no monster power and more, its all torment.
Yeah i hit it and all i see is quest and difficulty selection, i thought there was an option to set monster power levels independent of that.
Oh so its just torment I-VI now? Like you cant set monster power levels seperately?
Difficulty settings = Monster Power
There are setting to increase the difficulty, chase is either trolling, or retarded. You can choose the difficulty in the game settings, as I said before. only torment has "monster power". It technically may not be called that anymore, but there is a slider bar in the lower left of the difficulty setting to change torment from 1-6. Does pretty much what the monster power settings did.

Correct
Indeed, it's all game difficulty now. Monster Power no longer exists. Monsters will always scale to your hero's level no matter what difficulty you are playing on. There are bonus gold and XP rewards for increasing your difficulty above normal. The rewards are displayed on the left when you making your difficulty selection.

Correct! Monster Power was removed in Patch 2.0.1, along with the tiered difficulty system that required you to play through Normal, Nightmare, Hell, and Inferno in a very linear way.

Now, instead of the tiered difficulty system, monsters will level up with your characters (we call this "dynamic difficulty"). In addition, we've replaced Monster Power with 10 new difficulty levels: Normal, Hard, Expert, Master, and Torment 1-6. Normal, Hard, and Expert difficulties will be immediately available to all of your heroes, while Master and Torment 1-6 will unlock as you progress through the campaign. (Master will unlock for your account once one of your heroes completes Act IV, and Torment will unlock for your account once one of your heroes hits level 60.)

so, after we hit 70, do they scale up based on paragon lvl?

At 70 you scale diffaculty via torment levels 1-6
