I've read several threads and I'm still not sure I get it.
Someone should explain it in an infographic...

So, if I have:
1000 DPS "Black" weapon with +10% dmg = 1100
1000 DPS Lightning weapon with +10% dmg = 1000 (bug)
1000 DPS "Black" weapon with +10% lightning dmg = 1000 (bug)
1000 DPS Lightning weapon with +10% lightning dmg = 1100.
Right?

About +% skill damage will not be calculated to dps of the weapon. It would be like this
1000 DPS "Black" weapon with +10% dmg = 1100 < Correct!
1000 DPS Lightning weapon with +10% dmg = 1000 (bug) < would be around 1020-1030 from 10% damage of weapon's base damage
1000 DPS "Black" weapon with +10% lightning dmg = 1000 (bug) 1000 and it is correct value
1000 DPS Lightning weapon with +10% lightning dmg = 1100. < 1000

I just wanted to pop in here and let you know that we have a potential fix in place for this internally and it is currently looking like this fix will retroactively apply to existing weapons. While we will not be able to deploy this as a hotfix, we currently expect this fix to make it to live servers with our next game patch. I want to clear this out as many people misunderstand the actual issue :

- Every weapon have an initial range damage that will get affected by %damage.
- Every weapon have a range damage additionnal which can be either elemental (Ice, Fire, Arcane...etc) or non elemental "black". Actually the element of additionnal damage change almost nothing for most of the character only black weapon change because of the bug.

-The bug is that the primary affix "+ %damage" does apply on black additionnal range and not on elemental one. This makes a Black weapon a slightly better weapon if you goes for % damage on one of the primary affix because the additionnal range of damage is actually buffed, while elemental one doesn't get.

You have to understand that "Fire skills deals + 15-20%dmg" does only apply on SKILLS that deals fire damage.
So if a skill would have done 300% of your weapon dmg as fire damage it actually goes to 360% if you got 20% more on fire skill but nothing if the damage are arcane.
That's why you wanna take runes and skills according to which specialisation you wanna go for. It concerns skills and not weapon, so your additionnal primary affix on your weapon is just like those on the bracers or on Andariel/Necklace the damage increase will be applied even if your additionnal range is fire, black or else...

I was wondering why when I had close to 100% cold damage it didn't increase my cold skills damage at all (thought it was cold % cap) since I was kinda testing similar items one with cold damage % and one without it the damage were about the same.
Ok so it has done something, but i don't believe my weapon is getting the FULL % damage buff, anybody else calculate that their elemental damage weapon is still not FULLY fixed?
I only just found the time to check this.

150-277 base weapon damage
+262-534 holy damage
+50% damage
+160-160 socketed ruby
"old bugged" predicted weapon damage = ((150-277) + (160-160)) * 1.5 + (262-534) = 727-1,189.5
"bug-fixed" predicted weapon damage = ((150-277) + (262-534) + (160-160)) * 1.5 = 858-1,456.5
actual weapon damage in game = 727-1,190

conclusion: "old bugged" still applies

Kurtman18´s (poster above me) Level 70 "Thunderfury" Legendary Sword on his WD
168-392 base weapon damage
+1194-1474 lightning damage
+9% damage
"old bugged" predicted weapon damage = ((168-392) * 1.09 + (1194-1474) = 1,377.12-1,901.28
"bug-fixed" predicted weapon damage = ((168-392) + (1194-1474) * 1.09 = 1,484.58-2,033.94
actual weapon damage in game = 1377-1901

conclusion: "old bugged" still applies

Level 70 "Starfire" Legendary Wand from a friend that dropped recently
193-357 base weapon damage
+1063-1318 cold damage
+10% damage
"old bugged" predicted weapon damage = ((193-357) * 1.1 + (1063-1318) = 1,275.3-1,710.7
"bug-fixed" predicted weapon damage = ((193-357) + (1063-1318)) * 1.1 = 1,381.6-1,842.5
actual weapon damage in game = 1382-1842

conclusion: "bug-fixed" now applies

Level 70 "Utar´s Roar" Legendary Axe that I just crafted
249-461 base weapon damage
+1191-1413 cold damage
+6% damage
+160-160 socketed ruby
"old bugged" predicted weapon damage = ((249-461) + (160-160) * 1.06 + (1191-1413) = 1,624.54-2,071.26
"bug-fixed" predicted weapon damage = ((249-461) + (160-160) + (1191-1413)) * 1.06 = 1,696-2,156.04
actual weapon damage in game = 1696-2156

conclusion: "bug-fixed" now applies

•Bug Fixes •+% Damage on weapons will now correctly apply to all +% elemental types of damage instead of just Physical

The bugfix is implemented, but it doesn´t affect items that dropped prior to patch 2.0.5. Seems like the devs stick with their "don´t touch legacy items" philosophy and the blue post didn´t say certainly either ("currently looking like").
Why are fixes like this taking so long, and literally done half way after months? Come on. This whole "dont touch legacy" is ridiculous when we are in the same content! Legacy is for old content. This was a bug, not a balance issue.

I think the real reason is, it is a limitation of their database systems and it would take too much reworking to retroactively fix all the items, and their "policy" is mostly BS to cover this fact. I think this because my time working with their API tells me a LOT of their backend software is really a clusterfluck (especially with rares). This only makes the sweet time they took to finally fix this even more lame.

I cant blame their engineers or other devs as I dont know what sort of pressures they have on them to MacGyver stuff together into "good enough" status to fit deadlines, but as a responsible and reasonable consumer i wont just ignore stuff like this.
I'm not sure if my weapon is bugged or not but this is what I see.

Pre 2.0.5 TF had around 2.2K dps on the item description (no +dmg% affix yet).

After 2.0.5, I re-rolled VIT into 10% dmg and it went up to about 2.4K DPS on the item description.

As for actual damage observation, I wouldn't know how to test it at all.

My profile though, still shows the old 2.2K dps on the item description. Is that a bug?

all you say is true.....
if your a monk and am using Physical damage skills and you get a % elemental dam item it will indeed suck big time.

but if you select your skills all in cold damage then the cold % bonus on your weapon is awesome.
you shoud select the kind of damage output you prefer and try to get that damage % as high up as possible (sounds logic) and then a A-B in the same damage kind on your weapon will be great
