Design a Legendary Gem.

General Discussion
Basically a for funsies thread. While some gems are more useful than others, the possibility of more being added in the future should hopefully be a thing. So, while I'm sure Blizz has their own ideas, we all no doubt have our own. So, share yours. I'll start with a few of my own.

Gem of the Covetous:
Killing a monster has a 10% chance to drop a gem appropriate to your difficulty. Chance increases by .5% per level.
Rank 25: Potency of normal gems equipped is increased by 50%.

Jewel of the Endless Journey:
Recover 20% of your primary resource for every 150 yards you travel. Required yards decrease by 0.75 per level.
Rank 25: Movement speed is increased by 50% while at full resources.

Mythical Prize:
Increases the value of affixes on Legendary items by 25%. Increases by 2% per gem level. (Does not work on Set items)
Rank 25: All affixes on Legendary items are set to their maximum value before offering the above bonus. (Does not work on Set items)

Blessed Ornament:
5% chance upon killing an enemy to gain a random normal shrine effect for 60 seconds. Effect duration increases by 3 seconds per level.
Rank 25: Shrine effects are 25% more potent.

Bauble of Multiplicity:
Gain a 10% chance to repeat any offensive action at no cost. Chance increases by 0.5% per gem level.
Rank 25: Occasionally spawns a clone upon taking damage that mimics your next attack and then explodes, damaging nearby foes.

Steady Rock:
Channeled abilities fire 50% faster and cost 50% less resources. Firing speed increases by 2.5% per gem level.
Rank 25: Become immune to crowd control effects while channeling and instead reflect them upon the attacking enemy.

Hurricane's Eye:
Every 10 seconds, the next enemy attacked becomes the center of a vortex drawing in foes within 10 yards every 3 seconds for the next 9 seconds. Draw in range increases by 0.25 yards per gem level.
Rank 25: Drawn in enemies take 15% additional damage from all sources for 3 seconds.

Riftborn Nexus:
While inside a Rift, stats increase by 1% every 45 seconds. Gem level reduces the period of increase by 0.2 seconds.
Rank 25: Effect now works in Greater Rifts.

Frugal Masterpiece:
Normal, Magical, and Rare items no longer drop. Instead, the chance of finding Legendary and Set items is increased by 100%. Gem level increases chance by 5%.
Rank 25: Chance of finding exceptionally rare items increases based on gem level.
Dominion:
Rank 1) Increase primary resource generation by 0.5% for 3s after using a resource spender. Stacks up to 3 times. Upgrade increases it by 0.5% every rank up.
Rank 25) Double both the damage and cost of your resource spenders.

I've always liked this type of gameplay in WoW and other MMOs, increase damage, but also ramp up costs. Would like to see a gem that encourages this gameplay or a few sets for classes.
Gem of the Luck Dragon
Every time you spend primary resource it sets primary resource to a random value.

Alchemist's Stone
Every 10,000 gold picked up summons a Golden Golem for 5 seconds, dealing 500% of your gold find as weapon damage.
Each upgrade rank adds 10% damage.
Rank 25: Health potions drop as health globes. Reusable Parts and Arcane Dust drop as Nephalem Glory globes. Veiled Crystals drop as 5-second Conduit pylons. Gems drop one level higher.

Charmer's Pendant
Critical hits have a chance to charm the enemy to fight for you for 10 seconds before committing suicide. 10% chance for normal monsters and 1% for elites.
Each upgrade rank adds 1%/0.1%.
Rank 25: All enemies are stunned and unable to attack for 1 second upon first sight of you.

Morphling's Bauble
Absorbs 20% of incoming damage and disperses it as damage to an area 10 yards around you.
Each upgrade rank adds 0.5%.
Rank 25: When engaging Elites, transfers a random damage-dealing affix to yourself.

Heart of the Ocean
All chill effects have a 10% chance to freeze. All freeze effects have a 10% chance to shatter.
Each upgrade rank adds 0.3%.
Rank 25: Emit one frozen pulse every 3 seconds that follows a random enemy.
How about some survival ones?

Second Chance
Upon taking fatal damage, return to full life. This effect can occur once every 300(-5/level) seconds.
Level 25: Increase armor and resistance by 100% for 5 seconds when returning to full life.

Leaf Bracer
Decrease duration of crowd control effects by 10%(+1%/level).
Level 25: Grants immunity to crowd control effects for 3 seconds after recovering from a movement impairing effect.

Sanguine Blood
Increases your life regeneration and life on hit by 10%(+5%/level).
Level 25: Add your life regeneration and life on hit to your attacks.

Adaptive Coating
Increases armor and resistance by 10%(+5%/level) based on missing life.
Level 25: Conveys a permanent 10% damage reduction.
Singularity

Enemies are pulled to the centre of your attack from 5 yards away. +1yard per level
Rank 25: Enemies that hit eachother are damaged for 750% weapon damage.

No complaints on proposing those. In general, I feel like the GR sphere doesn't support them much, but that's something that could change alongside other new game modes/events.

Something else I forgot...

Disruptive Field:
Increases chance to trigger Area Damage by 10%. Chance increases by 0.35% per gem level.
Rank 25: Area Damage gains 25% increased critical hit chance.

25% to fire a rocket that can hit enemies in 10 yards damage starts at 900%
Rank 25:for every 5B gold you have your damage and armor are uped by 1%
Adventurer's Pendant

When you kill an Elite your bonus experience is increased by 50% and magic find by 100% for a duration of 5 minutes.

Rank 25 bonus
Can stack up to 5 times.

I'll throw an idea in as well, while I'm at it:

Gem of Deflection:
Control imparing effects and debuffs cast on you have 10% chance to be deflected and cast on a near by enemy. (+1% per rank)
Rank 25: Gain a protective shield that reduces all incoming damage by 25% for 5 seconds after deflecting a control imparing effect or a debuff.
I guess I'll try it out.

Bombos Jewell:
30% chance on hit to cause an explosion. Dealing 400% weapon damage as fire to all nearby enemies. (+20% damage per rank.)
Rank 25:Enemies killed by the explosion release another explosion.
Duplicity
1% chance on critical hit to spawn a clone for 5s that deals 100% of your damage, has 100% of your health and mimics your actions.
Each rank increases the chance by 0.5%.

Rank 50: Duplicity's effect becomes a permanently embedded as a primary stat in the item. Item's socket is freed.

this is a pretty neat idea.
Firebird's finery gem :

Dealing Fire damage causes the enemy to take the same amount of damage over 3 seconds, stacking up to 1000% ( + 50 % weapon damage / Rank) weapon damage as Fire per second. After reaching 1000% ( + 50 % weapon damage / Rank) damage per second, the enemy will burn until they die.

Rank 25 : Fire skills deal 15% more damages.


Dont ask me where I got this from, I ' m sure you guys have an idea.

Philosophy behind this :
We need a gem for fire damages
This bonus allow us to play firespells with low proc coeff and being able to rely on the efficency of the gem, not like Mirinae, forcing Monks, for example, to play WotHF/FoF to really being able to get the proc....
Vampyr's Eye:
Latches a chain onto an enemy attacked within 35 yards that deals 100% of your maximum HP in damage every second and heals you for 1% damage dealt. Gem levels increase damage value by 10%.
Rank 25: Enemies who pass through the chain also take damage.

Thorned Stone:
Thorns damage becomes an aura effect, attacking all foes for physical damage within 15 yards every second. Gem levels increase range by 0.45 yards.
Rank 25: Picking up a Health Globe increases Thorns damage by the amount healed for 10 seconds.

Critical Deflect:
Blocking an attack increases Critical Hit Chance by 5% for 5 seconds, stacking up to 10 times. Gem levels increase duration by 0.25 seconds.
Rank 25: Block chance is now 100%.

Blood Fount:
Extends your Life Regeneration to all allies within 10 yards. Gem levels increase effect range by 0.5 yards.
Rank 25: Allies also gain your Life Per Hit.

Prismatic Aegis:
Taking damage from an element increases that resistance by 10% for 5 seconds. Gem levels increase resistance by 2.5% per level.
Rank 25: When shielding an element, damage you deal of that type is increased by half your modified resistance value.

Mandrake Bulb:
Killing an enemy has a 10% chance of fearing enemies within 15 yards for 3 seconds. Gem levels increase duration by 0.05 seconds.
Rank 25: Feared enemies take 3,000% weapon damage as physical every 0.3 seconds.

Breath of Zeus:
Stunning an enemy strikes them with a bolt of lightning dealing 1,000% weapon damage as lightning. Gem levels increase damage by 100% per level.
Rank 25: Struck foes release 8 charged bolts that deal 12.5% gem damage and may stun nearby enemies.

Now, the following are things I propose drop from bosses, much like Greed drops Boon of the Hoarder.

[Diablo] Skeletal Prison:
1 fleeing enemy will be captured by a bone prison for 3 seconds. Gem levels increase the number of enemies by 1.
Rank 25: Imprisoned foes takes 100% more damage.

[Ghom] Eau'dor:
Attacking an enemy has a 10% chance to release a gaseous cloud at their location that deals 300% weapon damage as poison every second for 5 seconds. Gem levels increase activation chance by 0.25%.
Rank 25: Enemies that die in the poison cloud erupt into mobile blobs that slowly stalk nearby foes to explode for additional poison damage.

[Cydea] Lust's Heart:
Summon a spider ally every 15 seconds. Spiders last 15 seconds or until killed, up to 5 spiders. Gem levels increase the length of time the spiders live by 2 seconds per level.
Rank 25: Attacks release poison bolts for 200% poison damage based on the number of spiders present.

[Seigebreaker] Beast's Rampage:
Enemies can now be passed through, knocking them back and dealing 100% weapon damage as physical. Gem levels increase weapon damage by 10%.
Rank 25: Increase Thorns damage by 100% for 3 seconds after running through an enemy.

[Khulle] Torturer's Bubble:
Ranged attacks have a 10% chance to create a Slow Time bubble at the target location that lasts for 10 seconds. Gem levels increase proc chance by 0.45% per level.
Rank 25: When a monster dies within the bubble, debris falls from the sky to damage other enemies within the bubble.

[Skeleton King] Leoric's Tooth:
Increases damage against undead enemies by 50%. Gem levels increase damage by 10%.
Rank 25: Upon killing an undead enemy, there is a 5% chance it will reanimate and aid you for 60 seconds.

[Spider Queen] Queen's Chrysalis:
Leave spider webs in your wake that slow enemies by 30% with a 5% chance to immobilize for 3 seconds when an enemy passes over. Gem levels increase slow amount by 0.25%.
Rank 25: Upon taking fatal damage, instead hatch 3 spiders that assist you for 15 seconds while recovering to full health. This effect can only happen once every 120 seconds.

[Butcher] Fresh Meat:
Gain a 10% chance to release a fan of speared chains dealing 300% weapon damage as physical. Gem levels increase weapon damage by 10%.
Rank 25: Impaled enemies are drawn in to the attacker and bleed for an additional 300% weapon damage for 3 seconds.

[Belial] Deceitful Lies:
Gain a 10% chance to avoid any damage every 15 seconds up to 10 stacks that resets upon avoidance. Gem levels reduce the time needed by 0.05 seconds.
Rank 25: Upon avoiding damage, trigger a poison blast beneath the attacker dealing 3,000% weapon damage to foes within 10 yards.

[Azmodan] Tactical Nova:
A giant ball of fire slowly accumulates above the player over 10 seconds. Once charged, it releases slowly toward the next attacked enemy and explodes for 10,000% weapon damage as fire to all foes within 10 yards. Gem levels increase weapon damage by 500%.
Rank 25: Leave behind a wake of fire that burns until the next ball is charged.

[Iskatu] Cowardly Shadow:
Gain a 5% chance upon attacking to vanish for 3 seconds. Gem levels increase proc chance by 0.25%.
Rank 25: When triggered, leave behind 3 shadow clones that draw enemy attention.

[Rakanoth] Executioner's Wit:
Gain 1 charge every 10 seconds up to 3 charges. Your next melee resource spender will teleport you to the target before executing if the target is more than 5 yards away. Gem levels reduce the charge time by 0.025 seconds.
Rank 25: Teleported attacks are guaranteed critical hits.

[Urzael] Inferno Agate:
Standing still for 1.5 seconds activates a piercing burst of flame that targets the nearest enemy and deals 500% weapon damage as fire every second. Gem levels increase weapon damage by 25%.
Rank 25: Targeted enemies may be knocked back 10 yards.

[Adria] Blood Witch's Lure:
Critical hits release a slow moving blob of blood from the player that path randomly and bounce against terrain, but explode into a pool when making contact with the enemy dealing 300% weapon damage as physical every second for 10 seconds. Gem levels increase the movement speed of the blobs by 5%.
Rank 25: Players standing within the pools will heal for 3% of their maximum life per second.

[Malthael] Reaper's Wind:
Spending a resource has a 10% chance to create a cloudy vortex at the player's location dealing 1,000% weapon damage as lightning every second for 10 seconds. Released clouds slowly move to nearby foes. Gem levels increase damage by 100%.
Rank 25: Release a swirling nova of 10 spirits after 10 kills that damage enemies for 1000% lightning damage or heal allies for 10% their maximum HP.
Bovine Gem:
When you hit enemies, you have up to a 10% chance to summon an axe-wielding Bovine Ghost to fight by your side for 30 seconds.
Rank 25: Your summoned Bovine Ghosts explode for 500% weapon damage when they die.

Preparation:
5% chance on hit to reset all cooldowns.
+0.3% per level
Rank 25: Reduces all cooldowns by 25%

Edit: More gem ideas

Gem of Distortion: (yay, Risk of Rain reference!)
One of your skills chosen at random is blocked and cannot be used for 15 seconds. All other skills have their damage increased by 15%. A new skill to be blocked is chosen at random every 15 seconds.
+0.3% damage per level
Rank 25: Your blocked skill automatically casts itself every 5 seconds for free.
High Heaven's Relic:
Increase all stats by 5%. (+0,4% per rank)
Rank 25: Critical hit chance increase by 5%

The Fallen Angel:
When your life drop to 25%, blind all enemies within 10 yards for 7s. cooldown is 30s. (+1 yard per rank)
Rank 25: when you blind enemies with this gem, The Fallen Angel will crush your foes from the sky in the area you blind for 10.000% weapon damage as random element.
