99-100% GPU Usage. Normal?

As the title states, when I open task manager it shows D3 fluctuating between 99% - 100% GPU usage. Is this normal?.

It may be depending on the GPU you use. If you want, you could post a DxDiag here. It would let me look in to the problem a bit deeper and help out. :)

Please post a DxDiag:
    1) Press Windows Key + R.
    2) Type DxDiag and press Enter.
    3) In the DxDiag window, click Save All Information.
    4)Name the file "dxdiag" and click Save
    5) Paste the DXdiag into the post, select and highlight everything you just pasted, and hit the "code" button (</>). That'll make the information much more readable.

I currently run a Gtx 970. And maybe this is part of my random stutter issues..

The 2 computers I worked on were fixed by lowering the default format quality and updating drivers (both being Logitech (RenderAPO)). I have done #1,. And disabled sound in D3 5 years ago because of #3. I will try #2 next time I play though, and will get back with the results.

What I did:
1.Disable Razer Surround Pro
2.set system sound properties in windows to 44100Hz 16Bit for all sound devices (s-pidf;defauld audio device;Razer Surround Pro)
3.set diablo sound properties to low (16) channels
>>> 4. opened Battle.net app>select Diablo3 game>Click options dropdown menu>click Game Settings>choose General (on the left side [top one])>Hover the mouse on the new window and scroll down to where it says "advanced settings"
and untick option: "Use browser hardware acceleration when available" >popup to restart battle.net app (agree and restart app)

Although i had it unticked some time ago, I guess it got back to default (ticked) after some update a while back.

the "browser hardware acceleration" is referred to battle.net app using Your GPU for rendering enhacements in the app itself. (i mean the visual impact with acceleration off is quite noticable within the battle.net app but it lowers the strain on gpu)

now I only have microstuters but that's probably the case of Me using non-defragmenteded hdd for d3 files and my system has like 3 years since last format :p

Oh yeah also forgot to mention:
I upgraded my video drivers and removed any forced settings from video card app for diablo 3 (x64) client- like forced anisotropic filtering and antialias settings etc. that were replacing in game settings. I forgot to mention that i did this but I'm sure You've tried it already so please don't be harsh for mentioning this :).
EDIT#2:
Just got bnet app update and guess what: hardware acceleration for battle.net app went back on-line (ticked back on) so it is important to uncheck this option every time you get an bnet update.. man this is so annoying:P
I will look into the sound stuff. But as I mentioned I haven't played with game sound enabled in 5 years.

As for the bnet launcher, I always end it after launching the game, due to the problems you have mentioned.

I also want to mention, and maybe this will shed some light on things. I noticed the other day that I can see the shielding affix on my laptop, but not on my desktop. I always wondered how people knew an elite was shielding lol. I just figured it was a guessing game if you attacked it and it didn't take damage
If You don't have the shielding affix show up ocasionally (it shows up and vanishes but is on a single mob at a time) then i see two possibilities:
eigther you kill them so quickly they don't get the chance to put the shield on or there is something wrong with your machine eigther hardware or software...

Last time i had similar issues was when i was playing titan quest on an old rig and did not see semi-transparent mobs but it was an old hardware issue a.k.a radeon 9600 with 128MB vram on board (non-hd) and the driver gave constant BSODs but i don't think it is similar in Your case.

But i'd check If You have directX web setup installed, and all c++ runtime libraries.
I've got VC++ 2005;2008;2010;2012;2013; and 2017 wich replaced 2015. all of them in both x86 and x64 plus directx_Jun2010_redist.exe unpacked and installed. It has some additional dx10 dx11 libraries too so it's a must have.
alternatively there's a dxwebsetup.exe to download from microsoft download center for automatic check, download & install of what You might be missing.

I mean it's not obvious that everybody needs those so most people just don't have them installed.

The simplest method to check wich VC++ you have installed is to check all install/uninstall program list, they are displayed there. They sometimes come with a new game but not always.

D3 doesn't include above installs but requires them. at least VC++ 2012;2013 and 2015.

EDIT:
It does not matter if You muted the sound volume. the sound processing still goes on so it's best to set it to something less than 128 channels i guess. (i remember that for me the recommended value was 32 channels few years back)

I never see shielding, even when pushing 130+ when the elites are around and alive for quite some time.. I'm not sure how to fix it though. I have some strange issues for sure, but even unistalling and reinstalling the game didn't fix anything.

I did however change my windows sound settings from 48,000khz to 44,100khz to see if that changes/fixes my stuttering issue.. I will let you all know next time I play.

Edit: I wanted to mention that I have a fairly decent pc.. It's nothing special. But an i7 6700k, a Gtx 970 4GB, and 16GB of ram should have no issues playing this game. I would also like to add, that I have ZERO issues with any other game I have played on this rig.

Also, I just double checked, and all DX are up to date and good.
Please don't forget to also drop Your sound settings in diablo 3 to "16" or "32" channels, in order for the solution to work. As I mentioned earlier turning sound volume to 0 doesn't stop the system from working on sound. Strain is the same only loudness is changed.

If it is the sound issue that You are up aginst, than know that although Your system is powerfull sound is still played from an integrated sound card, as Microsoft disabled within windows possibility of using any hardware that would accelerate sound generation (all modern sound cards are more or less of the same quality as integrated soundcards a.k.a CPU-operated).
Think of it as running diablo3 on an intel graphics, it would suck the same graphically as it now does with sound.

If it is indeed a sound issue than Your PC is not to be blamed only M$ decision made over a decade ago.

My spec's are a few generations behind but it runs more or less fine now (however streaming on this junk would probably kill it):
CPU: Intel Core 2 Quad 9650 12MB L2 cache @3GHz per core
GPU: Radeon R9 390X from MSI (stock settings)
RAM: DDR3 8GB + pagefile on ACARD ANS-9010 @8x2GB DDR2 ECC ram

I know this may sound weird but could you try switching off that browser hardware acceleration in Bnet app before switching it off for gameplay?? I haven't tested it yet with acceleration on and the app itself off but knowing how things are lately ( no ptr etc. no blue responeses general weird d3 behaviour) i'd take a wild guess and say that bnet app just might work n the background even if it's told to switch off on game launch..

anyway I've noticed that game may eat my whole ram up if i don't come back to town often ie. I found exp. farming spot with constant monster respawn and constantly mash them for like 3- 5 hours and the game crashed to desktop when i was around 1,5k killstreak or so i did not even scored the xp for the kills just CTD

However ocasional stuter/fps drop to around 8 to 10 stopped once i lowered sound quality and turned off bnet app accleleration (as said before). And yes it has to be unticked every bnet app update, as it comes back turned on when resterting the app after update.

The sound ideas you mentioned have already been done. Not only do I have the sound channels set to the lowest, but I also have "Enable Sound" an "Enable Music" unchecked, not just putting the slider at 0. I have always had it this way. I did play last night after trying some of the other changes and I still got the stuttering after a while, and just had to relaunch game.
Ok..
So one last idea is to try to start the game without even touching battle.net app.

Just make a shortcut of 64 bit exe of the game client "Diablo III64.exe"
put it wherever you want (ie. desktop) and add "-launch" parameter in properties to it.
Start the game via shortcut totally bypassing battle.net app.

Lots of my clan mates use that and I haven't heard any of them complaining lately...
So I guess it *might* be battle net app.
They use bnet app only if they have to update game client.

I know You switch bnet app off when game starts, but what if it is not truly off?

I will give this a try. But I would have thought that the Bnet launcher wouldnt be running, as I exit out of it, and it no longer appears in task manager. I will give it a try with just the launcher though, and let you know how things go.

I've seen similar issues on 32 bit windows machines only playing diablo 3.

The game actually did not have enaugh memory for the graphics to render so some patrs of the game were not rendered randomly.

This might be the fact that dx 11 is a bit more demanding on memory than dx9.

I'm not sure it still works but You can try forcing x64 bit client into directx 9 (64bit d3 client is natively dx11), by adding a startup parameter to d3 shortcut "-dx9" and yes it can be used alongside the "-launch" parameter. it is another way to put less stress on hardware.

Now i came to think theese issues might be actually driver or hardware related.

Not sure how to check the drivers but You could check Your ram for problems using windows tool for this (search in windows for memory diagnostics and run this tool) although I'm not sure it is still present in windows 10.

And as for GPU you might try a benchmark stress test in loop and leave it over night to check in the morning if it doesn't generate graphical artefacts.

It would not be unheard of for me that another nvidia card is giving up the ghost that's why i tend to stick with amd gpus. anyways it's worth checking.

And as for the fact that this nathandick or guy or whatever he's called wouldn't be the first nor last blizz empoyee that does a bad job at keeping the comunication with players active at d3 forums.
Ran the ram diagnostics, no issues. As for reverting to dx9. Why should I have to do that with a PC that has the specs mine does. This PC has never had any issues running any other game at ultra or high settings, and I have played multiple games that are A LOT more demanding than D3.

I think I'm simply done with this game after this season.
Look it's quite obvious the game has some sort of memory leak.
If You look at tech support there's zillion of threads in wich people have problems with the game render and memory consumption.

The worst thing is that devs have zero care about the issue.

I was only proposing that if You still want to play with all the game "hickups", You could try lowering the strain on the system even further by switching to dx9.
Not that it matters anyway (since You've set everything to low dx9 or dx11 wouldn't do much difference visually).
However the strain on the memory with dx9 is much lower, since it has smaller functionality than dx11. So it might make a difference (worth a shot) (especially that it doesn't modify the game in any way).

As for me I quit playing regularly 2 years ago. For now i have only new patch hypes wich seem to have come to an end, since new patch doesn't seem to bring anything exciting.

And yes i know other games run fine i have the same case as well.
so eigther d3 x64 bit client is a lot more demanding than it appears to be or it has some serious memory related bugs.
But I'm afraid I can't help you with that furthrer. Devs should be the ones that could, however it's very unlikely that they bat an eylash at the issue anytime soon if ever at all. :(
When was the last time that you opened the case to your PC and blew the dust out?
Also you may need to put a new coat of thermal paste on your chip.
