How much CDR do I need to have perm vengeance?
For some reason I'm thinking 37%, is that correct?

Also I am running a UE/F&R, multishot build.
What pieces of armor are best to add the extra CDR onto?

I appreciate any insight into others ways of thinking on this.

I think it was 36,6%. Or so.

For MS this means
(we have 10% from paragon, 12,5 helmet and 65% dawn cubed)

2x8=0,996s (~1s) downtime
3x8=0s downtime
3x6=0,6s downtime
8/7/6 = 0s downtume
10/8= 0,53s downtime
8/15 = 0s downtime (gogok - but you need to hit vengeance with 15 stacks - so don't activate it directly when you start the level. Just after you got a couple of hits out. After that you usually can maintain the 15 stacks - so perma Vengeance. You'll lose the stacks when you run through empty levels or die, though).
5/5/5/5 = 0,2s downtime (with 4 rolls!)
0 (and leorics cubed +12,5) = 0,19s downtime

With 3 good/decent CDR rolls you are safe - it is often discussed if 2 CDR rolls are enough, because you save a slot for damage/vit and so on. And as UE MS is a ranged build it isn't that problematic to live with 1s downtime. It maybe different on HC (or if you go really high)

Gear: Shoulder CDR is mandatory. Other slots - take what you have. Gloves, rings, quiver, weapon. But these items have nice damage slots - so it depends on what gear you have.

Edit: Forgot that 5% CDR is possible. Added that.
K is (as usual) right - it's about 36.6 for 100% uptime.

Shoulders 8% for sure. Diamond in helm and paragon means one 8% roll elsewhere puts you at 95% uptime.

If you are HC (or pushing super high GR) and running Gunes - you definitely want to be at 100% uptime, running Cindercoat in cube for farming/GR to maybe 110 (depending on paragon) - I don't think that 1sec of downtime is going to kill you unless you aren't at least a little careful with positioning. Even running without that one extra roll is less than 3sec downtime, again shouldn't be an issue with anything T13 or probably 100GR or slightly higher. I just wouldn't gimp gear with a CDR roll over DPS and hope you find a quiver with CDR and MS or the ability to roll one of them to have both.

Gogok is maybe ok early on, but IMO the negatives (resetting in low density and switching zones/floors PLUS losing a DPS gem) outweigh the positives.

dawn in the cube is 65 percent so 35-36 percent.

This is a funny coincidence, but the calculation goes not "65% + 35% = 100%", so we need ~35% CDR for 100% uptime of Vengeance.

This is how the calculation should be done:

Vengeance has a CD of 90 seconds and a duration of 20 seconds. Therefore, we need to reduce the CD from 90 seconds to 20 seconds.

With 65% Dawn, we reduce the CD to 90 * (1-0.65) = 31.5 seconds. To bring it down to 20 seconds we solve this equation for x
31.5 * x = 20
x = 20/31.5 = 0.634920...

And therefore we need 1 - 0.634920 = 0.365079 = 36.5% (or a tiny little bit more) CDR to reach 100% uptime. Thus 36.6 to be safe.

Well all I know for a fact at 37 percent cdr the move is popped before it even comes off the first time.

Yep, 37 > 36.6
If you’re farming at t13 inc bounties or running grifts through 80, you can wear Leorics Crown (diamond) with np. Use rorg in non-season. If you want to beef up with Unity, np. At these levels a resource generator isn’t necessary.
