Have you tried power cycling and refresh DNS, the first two steps in the linked article. If not, try them first. Sometimes issues are temporary and can be fixed by rebooting the devices. (Devices are like small computers, sometimes reboot fixes things.)

Some devices are known having defects (bugs), support knows better. I think they have a black list. Your ISP may know too.

I have done the Ip confing things several times. Unplugged for 10 min.
Gonna change out the router. It’s from Spectrum.

This one is harder to tell.
Some nodes are configured to de-prioritize ICMP packets (which are used by tracert, pathping, and WinMTR). I.e. the numbers don't represent the real latency of normal data traffic. In these cases, we ignore those nodes.

In you last log, last hop, the server:
| 137.221.66.45 - 0 | 484 | 484 | 135 | 146 | 202 | 144 |
| 185.60.112.158 - 0 | 484 | 484 | 135 | 145 | 220 | 142 |

No data loss, the latency was almost the same as the log few hours ago, when you didn't have any issue:
| 137.221.66.43 - 0 | 588 | 588 | 135 | 146 | 199 | 145 |
| 185.60.112.157 - 0 | 588 | 588 | 136 | 145 | 190 | 147 |

So the middle nodes should be fine even they had high data packet loss, but they worked fine in normal data traffic.

I can't tell you anything wrong from the logs.

One thing I still don't happy with your log of the new modem:
| 192.168.0.1 - 0 | 849 | 849 | 0 | 1 | 138 | 1 |

The worst ping is still high, consistent in all logs. I'd expected something like 10.
May be just a hiccup but may be something else.
If you are using WIFI, ...
or some background processes in your PC.
