Random high ping and freezes

High ping and freezes seem to come and go. The past couple days I can barely run rifts it's gotten so bad. I've never had a problem with Diablo 3 before so i'm at a lost on what to do. I did the flush dns and renew IP and no changes. I ran the WinMTr and I hope it can explain what's going on.

I don't find any abnormal in the log. Hop 1 has higher ping than expected, but not much.

Are you using some kind of wireless connection? If so, would you try wired connection if possible, as a comparison?
I'm wired to the modem.
Then I don't see anything wrong from the log.
Perhaps not caused by network. Anyway try power cycling the modem if you haven't before.

You said "game freeze", do you mean the whole game hangs, char and npc don't move?

I'd try #2, #7, #8 first.

Check if any abnormal CPU, hard disk and network loading using Task Manager or Resource Monitoring tool. Sometimes background processes, e.g. Windows Update, may download large data at the background, causing laggy.

Monitor the temperature of CPU and GPU to see if they are overheated. (#6)

I've been watching the ping bar and I run about 40-80ms normally and when the freezes happen it goes up to anywhere from 300-1000ms then after a few seconds comes back.
How many going time from normally to do to freezes.. - This as system time or randomly?

But it looked like a trace to maintenance (don't tell me anything about the 1% loss from your provider - he will not cause such wild friezes and lags).

In game 2 problems - Amsterdam and Paris,if Amsterdam we can still get around,here is the problem of Paris is gone.

I must have gone blind.Yesterday was terribly prisila when you ping in a solo game in GR60.Perhaps again is to blame my provider ?
And the day before yesterday on the Chinese server ping in the game jumped to 1900.Only in D3.
Players living and working in China.With your position and you can agree...until empty servers.
I repeat-style encyclopedia for the most gifted - 1% packet loss with your ISP will never cause freezes for 2-5 seconds.But, it rubs the packages 3-10% of the gaming nodes easily.

^ mind that the worst ping in hop 2 (near your end) is high, but seems it is just a hiccup.

You should see data packet loss started from 80.249.*.*. They are "Amsterdam Internet Exchange B.V." located in Netherlands.
EU server is located in France. So they are not Blizzard's network. Still need your ISP to investigate the problem because it is an internet issue.
I've been getting some lag today. It looks like the issue is "et-0-0-2-br01-eqch2.as57976.net" with 9% packet loss. Would calling my ISP even help if its a server in between.

Some nodes are configured to de-prioritize ICMP packets (which are used by tracert, pathping, and WinMTR). They numbers don't represent the actual performance of normal data traffic. I don't find anything wrong in your log. The numbers of last hop, the server, looked good.

Did you run WinMTR while you were experiencing issue? If not, retest until you get issue, run the test for 10 minutes.
I started WinMTR when the freezes started and that is the results. The freezes only lasted a min or so and I'm starting suspect it's something on my end .

You should keep the WinMTR running at the background while you were playing, not started it after frozen. That's why the log didn't capture anything.

6. When a connection error occurs, play for at least 5 more minutes, then click Stop in WinMTR.
