Make fun of my build

To me, this seems about right. Got strong summons to serve as meat shields/crowd control. Got good single target damage with poison dart and haunt. Got AoE with Locust Swarm. Got soul harvest to make all my moves stronger.
You will need a better form of crowd control other than pets. Here is what I came up with.

This build has strong pets and decent cc in the mass confusion grasp of the dead and the Addling Toads. It also allows me to summon extra dogs when I kill confused enemies or sacrifice my dogs.

I don't really think this build has enough single target damage, although it does have much better cc for sure.

If your are fighting a boss and need single target dps you can detonate all 4 of your dogs on the boss and use your toads + your gargantuan is pretty solid dps as well. I did design this to be used in a party and against multiple enemies.
I've toyed around with a similar build. The biggest difference I've been considering is switching out either Locust Swarm or Haunt (LS fits better, but Haunt has better single target usefulness) for Acid Cloud, as well as make Zombie Dogs do Poison and take Bad Medicine.

http://us.battle.net/d3/en/calculator/witch-doctor#aeidYT!dZc!bZaaaZ Something like that. With Haunt going to a lower time and with Acid Cloud I think I'll be using enough mana that the gain would be useful. I only switched out Soul Harvest rune and used Restless Giant instead of Big Stinker for the low level purpose of this idea (end of Normal/Early Nightmare).

Honestly, I don't think suiciding dogs will not be worth it versus bosses. Sure, they might do a decent spurt of damage but compared to a boss, it's nothing, additionally you have to actually get the dogs to the boss before they die. You'll do tiny chink of their health, and you're left with no dogs. Where sarcifice is useful is agienst champion minions where they're meaty compared to most minions, but still not that strong that sacrifice actually amounts to something.

The problem is, although sacrifice does decen't damage, it's not a self-substainible dps, you do a 1-shot and you have 60 seconds before you can do it again. (I doubt if you had all of the zombie dog spawners that you would be able to fill in this 60 second gap that well)
