Error Code: BLZPTS00008

After downloading the full game a second time (gg Canadian ISP with low GB limits) I try to launch the Diablo 3 setup application and it gives me that error with this in the info box:

Failed to extract required files from an archive. Please try again.

After reading the other threads perhaps its just a problem connecting with the blizzard servers???

Looks like WoW for tonight :-(
