switchable graphics... 2 graphic cards ati radeon 6770m and a chipset.. and i already did the high performance thing

i also have A HP laptop with a Radeon 6770m GPU and getting FPS of about 15 with graphics settings all low. only when i drop my resoultion to something just bearable do i get fps about 30 which is at least playable. i have also also updated all my drivers aswell and still getting the same problem.
