Gale Force - Since we use Scramble this will do 85% more dmg assuming its on target but lets assume it hits only half the time and only at the start well that makes dmg even but the duration effectively 3 instead of 6 thus it is FRONT loaded dmg. Most battle's are not complete spins up the cm/sec from wicked wind is not essential. Wicked wind starts being better at around 8 second battles.
Calmaity - 265 dmg low power Wave of Force, turns the projectiles into damage against the enemies that fired them, kills barriers / doors, its like a shortfuse explosive blast, great for offensive combo with gale force but it would be bad to use with wicked wind.
Diamond Shards
Unleashed - we need arcane for twister spam things die fast we can only afford 10 arcane, best EB for single target too.
Deep freeze
Scramble - 25 ms useful in battle to move into position to fire a gale force, to flee from ground spells, good for taxi
Evocation - since i am running 2.36 aps this helps alot consider using glasscannon if you have high aps and high mitigation
Cold Blooded
Critical Mass

For me RD starts becoming a issue at MP3 and I have to switch on some mitigation + life steal dagger. If i fail to i die. Safe passage starts becoming essential in MP4+
For me. 2.36 APS works for me.
