Second-Rate Bruiser, Bright-Eyed Scout

Drew a Second Rate Bruiser by the Bright eyed scout. Several turns later, when there was 3 minions on the opposing side, the cost didn't change. Even if this was meant to happen, the description should be changed so it could be understood.
That happened to me as well.

Bright Eyed Scout forces the mana cost of any card it draws to be 5, overriding passive innate mana effects like the Second Rate Bruiser's. This isn't a bug.

While the behavior might be intentional, the report mainly indicates that the description could be improved. Given that neither card in any way indicates that this type of discount is disabled, it seems overly harsh to just declare it as "not a bug" without further consideration.

In addition to not having any indication on the Second Rate Bruiser that its text no longer applies, the yellow glow around the card still appears to indicate the that the effect should activate, even when it cannot. Sure, the number in the corner of card doesn't change when the glow is on, but I really can't see how the glow behavior would be helpful (nor intended) behavior.

EDIT: Also, the fact that this issue has been reported over and over seems to indicate that the wording/styling is not as clear as it could be.
