It is an added layer of protection for people who prefer not to see foul language. Swearing is still against the rules, and players can report you for it even when they have the filter enabled.

All five players in the team have something to do. Three people are soaking lanes while two people are getting killed to feed the enemy exp so enemy kills are worth more. Once the enemy team is 30, the feeders swap to killing enemy heroes to farm their exp. It's boring, but everyone has to be doing something at all times in order to make it go as quickly as possible.

Needing to be careful and picking a good time to try and start his combo is one of the few things keeping a practiced Kel'thuzad in check. Give him much more range than he has and he'll be way too safe of a pick for people who know how to reliably land his combo.
