Blizz is always saying they don't like 'restrictive gameplay'

so why does this event require WINS instead of games played?

...to keep you playing the game because of forced 50%
16 quests, around 2 wins to complete each. 32 victories. Lets say, you have 50% winrate, so you end up playing around 64 games.

Lets say youre casual player. Youre playing few hours of hots after a hard day of work. Lets assume that youre playing like 5 games per day.

So completing everything would take you 15 days.

Longer than the event going.

And its considering that some of them are literally cant be completed lul
Or it's a way to ensure some players will play more games? Or will focus on winning the game?

I could imagine people doing illogical throwing moves because their focus was on completing the quests, not playing the actual game. Just like how normal quests can be done in draft modes regardless of what type of hero you choose, to prevent someone going specialist as last pick with no healer yet or something.
Would someone really do that? Go on the internet and tell lies?
pretty sure the win condition is so people don't pad stats for the quest only to then throw the game.

Not sure if you've noticed, but people do throw games. But hey, instead of using basic observation and experience, you go for the more elaborate excuse, to which, perhaps I should surmise you would throw games if you could to get the quests done just to end it faster.
Maybe I'll get less apathetic players with low self esteem in my games, and people who actually try to win.
Its there so people don't intentionally throw games just to pad stats and get it done faster.
The quest give you credit in vs AI because its not specified to play in qm,un/ranked as the last OW event

so jump in vs AI and complete it no time

I remember last year they did an event for Overwatch players for cross-game reward, it was a huge nightmare because all they did was join in a game and just intentionally AFK

So that people do not get what they want and then go for quickly ending the game (which is easier to do by losing).

Can´t base things on things that do not even exist.
Or you could just farm it out in AI.

If you get 100k healing in a single game, chances are this game has reached the level 20 mark.

Win or lose, its close enough to allow credit for both teams.

The only reason we have "wins only" restrictions was because of the massive influx of OW players that came for the Genji skin. They were basically "strong-armed" into playing a game they had zero interest in - if they wanted the goods. Naturally, they gave the minimum, half-arsed effort. They didn't want to actually play this game, just get the shiny.

On the other hand, we should be passionate and interested in playing this game. The chances of this happening are clearly still there. It should be a lot less though, because we enjoy the journey as well as the reward.

It might not have 50% forced, but the system still has you set near 50% win rate based on your skill level. This essentially halves the number of matches that count for your quests.
play the way Blizz want's you to or not at all

wins arent anything. winning and losing is just part of the game.

where were you with this complaint on the last event (Alterac)? the one where they made everyone have to group up with 'friends'. now that is restrictive.
Wins only doubles the amount of games players will do (in theory) to get the skin.
Remember, Blizzard is desperate to keep this sinking hat ship afloat.
Because the game has an outcome literally of 50% loss 50% win, one team doesn't get credit and will need to play again for their win.
Do it in AI. Its very hard to lose vs beginner AI and you can get whatever quest you need done there.
