Hack is pretty easy to cancel though, specially for Lucio... either way I think it isn't too unfair considering that Lucio requires to do nothing to heal his team, as long as you stick around you'll be healing everything though I admit this is akin to breaking Mercy's staff but consider the fact that Lucio himself is affected by his song and the idea behind hack is to make the enemy more vulnerable

right click cancels your sonic and scatter arrow but it also cancels your bow being tense almost immediately if you got no arrow selected

a Good hanzo with godly aim will win a lot but considering god aim is very far and few in between I'd say Moira wins more because her hitbox isn't particularly big plus she can dodge at least one lethal arrow with fade
