I've received multiple suspensions for not even DCing in game, DCing in queue leaves you in the queue for a good 30 seconds, so if you get unlucky you get punished.Yet, I'm constantly reporting people for abusing the bug that allows you to dodge a comp game without penalty and nothing ever happens.

I'd dare say it is impossible.If you literally have a 50% win rate over a large sample of games, you're exactly in the skill bracket you belong in since you're clearly unable to rise above the competition to sway more games in your favour.

With such a feature, at some point you're getting your own little personal matchmaking system where you've avoided all the poor performing players and preferring all the good players which is not how a rating system should work.Just play the game and you'll end up in the rating you belong in, the only constant in every match is you.
