Choose a hero, and make it as reasonably broken as possible.

I'll start:

When Widowmaker uses her Ult, she could also shoot enemies through walls.

Whats "reasonably" broken?
Ana can now headshot and a single scoped hit kills Tracer and Genji.

Ana's grenade now deals 200 damage
Revert McCree to McWeed from the Beta

420 damage FtH for a total 840 damage combo, as well as no falloff on his LMB. Dude was an unbeatable duelist, as well as a sniper and a tank buster.
Reaper's Death Blossom lasts infinitely. This would be broken from a gameplay standpoint because Reaper could just lock an entire area (like the point or the payload) until the end of the game (or until Reaper decides to stop). But it would be acceptable from a lore standpoint. Indeed, it seems that Death Blossom does not have a time limit in the lore, as Reaper used it for a long time during the assault on Numbani and only stopped the Death Blossom to avoid a crumbling monkey.

Orisa's Projectiles impact and damage her own shield.
Genji has a minigun
Hitting an enemy with Torb's forge hammer will make his turret focus fire that character for 2 seconds, with headshots enabled. (This is in any turret form, be it level 1, 2 or 3)
Zarya can headshot. Her charge no longer decays.

I'm assumed something that makes them overpowered without saying "they have 1000hp and instakill with headshots". For example....

Tracer's blink CD becomes 1 second (down from 3)
Junkrat rip-tire health increased from 100 to 200
DVa mechfire spread reduced by 30% and falloff distance increased by 50%
Doomfist ammo regeneration is 30% faster and is not interrupted by firing
Hanzo's scatter arrow bounces only once but has a CD of 2 seconds
Winston's gun range increased to 12 metres

That's actually a cool idea!
Moira will have as much dmg as Sym on her beam and will curve behing walls too.
Genji's deflect is now a normal ability and can be spammed indefinitely.
Orisa bullets function like symmetra balls and go through enemies while maintaining her fire rate and damage
Genji holds 2 charges of Swift Strike with a 0.7 sec hard set cooldown between casts so he doesn't instantly SS twice.

10 sec recharge time instead of 8, and Genji has to get final hits on targets to replenish one charge.

Genji is now melee only his ult is now his default he has 90% chance to deflect any shots from the front and this is as new Ultimate One-Shot kill

Torbjorn's turret is Bastion during his ult
Zenyatta's projectile damage increased from 46 to 50 and his discord makes targets take 40% more damage instead of 30%.

This will make him able to take down a 200 hp unit with 4 normal shots, or 3 discorded shots. (50*140%=70)
