Mei secondary was supposed to be a finisher

It has charge time, fall off, travel time.

You're not supposed to spam something like this. It designed to headshot frozen target.

And yet they make it cheaper on PTR to spam more. Instead of actually buffing primary. Should deal more damage (especially since we don't have flamethrower hero and it's only dmg spray in game), should move after crosshair faster - then it would be actually useful.
It ceased to be a finisher most of the time a few months into the games life when people realized 2/3 of the hero roster could just get away from her without getting frozen.
It was never a finisher.

Mei's secondary is mostly used as her prime fire. It's just more reliable than Mei's primary fire, even after the PTR buffs.

You are right it was designed that way. Mei was supposed to freeze and finish. The fact that it has become her main weapon actually says a lot of Meis place in the game (and it is not a good place, Jeff). It is the hardest projectile to use in the entire game with mediocre results and it still is the best part of Meis kit...
Her primary should not be too good though. The hate on Mei comes from her ability to freeze and take control from the player and if it gets good again Mei is again seen as the devil of Overwatch.
And then it turned out that it didn't work in her kit as just a finisher and works better overall as poke.

Which mostly comes from the early days of the game where nobody could play worth a damn.

She's a lot like Symmetra in that sense that fighting her is a race against the clock, and if you're decent at the game, it's not hard to blast her before she freezes you, or failing that, easily escape her.

I don't think they should speed up the freeze time, but Mei's LMB absolutely needs to be better, and the paltry buffs on the PTR aren't enough AND are the wrong place to buff it.
