Unable to play any multiplayer

After logging into battlenet successfully, the game client gets into a weird half loaded state. The portrait doesn't load, and neither do any achievements. Trying to do anything multiplayer fails - all the join/start game etc buttons are greyed out.

I also can't play any heroes of the storm.

Strangely, the friends list still works properly, and it's possible to join a party and browser groups.

Things I've tried:
Reinstalling it (twice)
Repairing the installation
Running it as administrator
Running battlenet as administraor
Running the 32 bit client
Changing my region from americas to EU and back again
Flushing my DNS
Switching my DNS to 8.8.8.8
Waiting on the opening screen overnight to allow it to load
Connecting over a VPN
Connecting over different wifi networks in Brisbane and Sydney
Turning off windows firewall
Deleting the "C:\ProgramData\Blizzard Entertainment" folder and repairing installation
Running SC2SWITCHER_X64 as administrator
Restarting my computer
Force quitting the starcraft update agent while sc2 is running
Closing all other running programs

Please advise.
Also having this issue. Any luck?
I have two friends who both have this same issue and I can't play with them. I am fine though.
I'm also unable to play despite trying many solutions listed elsewhere.

@IceRaven, there's been some issues with iiNet/Interlode with high impact connection issues that should be resolved now. Could you try again and see if the multiplayer issue continues?

For everyone else experiencing the issue, does Google DNS or other third party DNS service help at all? Could each of you provide us with a WinMTR test while trying to play multiplayer for 10-15 minutes?
@Casterpepi, this is still occurring. Nothing is working for me.
Sometimes after logging in, I have to wait like 5 minutes without doing anything. If I try to search for game, it just won't work. So I have to wait like 5 minutes and let everything load, then I can queue up. I dunno, seems like sc2/battle.net is getting buggier and buggier as time goes.
@Caterpepi I can tell you that using Google DNS makes no difference as that is something I tried on my friends computer. I will ask them to do the WinMTR test and post the results here, thanks for the response!
I am currently having this issue as well. I am unable to play any kind of game mode due to Starcraft 'Half Loading'.
I receive ''There was a temporary problem with your request. Please try again.'' when trying to play matchmaking, also I have a different profile on forums than in-game, forum shows my old account name. Whats wrong???

Is anyone affected by this issue able to test a different network? Such as a local internet cafe, friends house, mobile hotspot, etc.
