Revisiting the GCD changes

A total revert is called for, and the logic of "we know players will be upset, so if they're upset it's okay" should be reflected upon.Monks opening with 3 new / 4 total GCD spells feels terrible.SEFTouch of DeathXuenEnergizing ElixirMeanwhile on other characters I play - Vendetta, Vampiric Embrace, Shield of Vengeance, and Ice Barrier all feel really bad.This continues to be inexplicable outside of losing senior leadership that would reinforce the Design principle that "control is king."
