One of the newer changes is...

"Shatter now also increases Frostbolt damage by 10/20% against frozen targets."

Does this still apply with fingers of frost up? If so, it would make sense to always keep
one proc of fingers of frost in the Que right? So your Frostbolt would always be doing 20% more damage?
No, because Fingers of Frost...

Frostbolt is unaffected by FoF.
So what exactly is the point of this then? I thought Ice Lance, Deep Freeze, and FFB were well superior on any frozen target?
They are. Shatter increases your crit chane for all spells vs frozen targets. FoF makes your IL and DF (and BF) act as tho your target is frozen. DF makes your target frozen. You can cast FB (two with early frost) and then an IL during that DF. Also, being frozen increases your FB's damage by 20%. Against a boss your frostbolt can never be frozen.

There are a lot of conditional talents and stuff in the frost tree...
Basically it doesn't change PVE rotations but gives mages a reason to cast Frostbolt more in PvP.

It may be because some mages were figuring out that Arcane Blast hit harder than Frostbolt. Other mages were seeing no point in casting Frostbolt instead of just spamming Ice Lance forever. So there were two different reasons not to use Frostbolt.
Isn't it ironic? Blizzard nerfed Frostbolt into the dirt to encourage us to cast Ice Lance, to the point where it's nearly worthless to cast it in many situations. So mages actually started using Ice Lance, just like Blizzard intended. But then, every other class complained and the tears flowed like Niagara Falls. Now they're trying to make Frostbolt useful again to stop the abuse.
With this change, Frostbolt damage will average about 40% higher than Ice Lance damage against a frozen target. (It was already higher, this just makes it more so). That's about 30% raw damage plus a 15% advantage in crit chance. It's designed to make a Shatter Combo more rewarding than Ice Lance spam.

Note that this change has been in place on the beta server for weeks.
