Polygon recently did an interview with Ion Hazzikostas. One notable segment was that flying will probably not be in any new zones or expansions:
When Warlords of Draenor first hit, some fans were surprised to discover that even upon reaching the new level cap of 100, they couldn't fly with their air-based mounts in the new zones. Initially Blizzard expected to patch in flying at some point, but now it has changed its mind.

"Having looked at how flying has played out in the old world in the last couple of expansions, we realized that while we were doing it out of this ingrained habit after we introduced flying in The Burning Crusade, it actually detracted from gameplay in a whole lot of ways," Hazzikostas explains. "While there was certainly convenience in being able to completely explore the world in three dimensions, that also came at the expense of gameplay like targeted exploration, like trying to figure out what's in that cave on top of a hill and how do I get up there."

Thanks for creating a thread on this. As you noted, lead designer Ion Hazzikostas mentioned in a recent interview with Polygon that we’ve decided not to allow the use of flying mounts on Draenor. There’s been a lot of debate about the pros and cons of flying over the course of this expansion—not just in the community, but in the hallways, offices, and break rooms at Blizzard—and we know it’s something everyone feels passionately about.

During Patch 6.2’s development, we continued to discuss how flight would fundamentally change the way players experience all of Draenor’s ground-based content, and carefully weighed that against the benefits flying would bring to the game. Ultimately, after much deliberation, we came to the conclusion that the world of Draenor would simply no longer provide the experience we envisioned it if we were to reintroduce flight in this expansion.

We appreciate everyone who has taken the time to weigh in on this topic. You’ve provided some great insight and feedback, and we ask that you please be respectful of one another as you continue to discuss your thoughts and experiences.

This is information that should have come out prior to WoD release.

Business/political tactics( OH look Friday afternoon long weekend to release this info) seem to be Acti-blizz modus operandi these days rather than good game design.

Ah well no biggie, I like many will vote with my wallet.

The only thing that's holding blizzard back from adding in flying is themselves, as the bugged druid flight form on PTR showed, the content looks great from above and there aren't any "unfinished" areas in 6.2 I would really like for flying to be added back into the game so i can experience this:

Still can't believe they'd release such important info on a third party website, and then have a pre-crafted response for when the information was brought over here by a player.
The dev decisions this expansion have been absolutely baffling.

I 100% believe that there was a massive internal conflict either within the WoW dev team or Blizzard itself (or both) that severely impacted how WoD was developed.

1. WoD being developed mid to late Pandaria
2. Project Titan cancelled, several Titan devs relocated to WoW team
3. Titan devs frustrated about cancellation, begin to argue with WoW devs
4. Conflicts arise.
5. After awhile, lore devs begin to struggle with where to go with the WoD story.
6. More infighting and conflict happen
7. Increased dev team="too many cooks" situation, too many people with their own visions
8. WoD happens

Based on what's happened so far it would make sense IMO:
-Cut content (racial garrisons, garrisons in different zones, capital cities)
-Lack of content
-Bad developer communication
-Contradictory developer comments
-Zones and storylines that were scrapped and redone (Gorgrond, Talador, Kargath)
-Dev belief pre-WoD that subs would go down and struggle.
-Lastly, it would explain why we're not getting a 100% answer about why all this stuff was removed. If it really is an internal issue I doubt Blizz would want to acknowledge and make it public right away.

Does it forgive Blizz for everything that went wrong this expac though? No.

As someone who is largely indifferent to flying or no flying ... This whole event reminds me of Bioware and their handling of Mass Effect 3. Awesome game, sucky ending. They defended the terrible ending as "artist vision" or something to that effect. When I saw a WoW dev use the same line I felt like I was experiencing déjà vu.

I hope this is allowed, but, I am okay with this. Blizzard has never been able to successfully incorporate the 3rd axis into the open world.
Not sure why the other thread was closed at only 100 and some pages. However, I dislike this new change. I think removing features from a game is a bad idea all around and it seems to be blizzards new theme as of late.

1) Removing flying
2) Ability pruning
3) Limiting talent trees.
4) Less open world questing, more linear progression.
5) Removing reforging.
6) Stats dumbed down.
7) Exchanging real dailies and quest hubs for garrisons.
7) The list could go on and on and on.

Every step Blizzard has taken since Wotlk seems to be to take features away rather then add more. It's no surprise that they have had such a sub loss. Each expansion feels like they are trying to figure out how to give us less for more money and removing flying just feels like the last straw for me.
shifty shifty business to know there was even a "small" possibility of no flying within the expansion yet still release how many flying mounts before it's even completed?

nice pick pocketing there blizz. way to go. wont get another penny from me.

You mean like the flying that has been in game since 08?

Seemed to work fine for me.
Keep it alive. We must be heard!

Seems 600 pages 12.000 posts, isn't enough.

Devs just make this change, on half beginning of each expansion w/o flight, and last half allowed. It really hurts?

I believe that what you are describing is a well defined symptom of the Decline stage of an online game. Somehow through either attrition or exhaustion the original founders of a game are either no longer present or no longer care enough about their product to see past their ego to the plain fact that it is "their vision" that is responsible for the downfall of "their game".
