With my charger plugged in, I get pretty much 60 FPS anywhere on low settings except org where it drops a little but whenever i unplug it it drops to like 15-25 even in the emptiest of place.

Like i was in barrens today and i tested it and got 60 fps with my charger in but when i took it out, it just lowered down to 25 FPS..
I am by no means a professional at this, but this seems like a no-brainer.

It's most likely a feature of your laptop.

With the charger plugged in, the laptop runs at full steam, and unplugged it probably either turns off the graphics chip for a crappier one or slows your processor down. Both will result in lower FPS.

My advice? Keep it plugged in, or adjust your power settings to not change processor power/graphics when running off battery.
Check your battery setting in the control panel. Most laptops use the power saver by default when switching/running on battery power.
