Upcoming PvP Balance Changes

General Discussion

Now that Patch 7.1 has been available for a little while, we’ve been able to identify several changes to PvP tuning we’d like to make. We’d like to share those changes with you in advance, along with some developer insight. All of the following changes will only apply in PvP, and while some of them are still being tested, our goal is for all of them to go live with scheduled weekly maintenance.

Death Knight
  • (Frost) Strength in PvP has been reduced by 10%.
  • (Unholy) Apocalypse damage is no longer reduced in PvP (was reduced by 75%).
Developer Notes: Frost Death Knights have recently received a number of bug fixes and class tuning adjustments that have pushed their damage out of line in PvP. For Unholy, Apocalypse’s damage was reduced during beta due to its burst potential, but due to other changes, we no longer feel that reduction is necessary.

Demon Hunter
  • (Havoc) Agility increased by 5%.
  • (Havoc) Stamina increased by 10%.
Developer Notes: As players have become more accustomed to Demon Hunters and how to counter them, we feel their damage and general survivability has ended up a little low, so we’re giving them a little tuning to help them compete.

Hunter
  • (Survival) Stamina has been increased by 15%.

Developer Notes: As a melee DPS, Survival Hunters have been a bit too squishy in PvP, so we’re increasing their Stamina.

Mage
  • (Frost) Intellect has been reduced by 10%
Developer Notes: Frost Mages recently received some damage increases that we feel need to be counter-tuned in PvP.

Monk
  • (Windwalker) Agility has been reduced by 10%.
  • (Windwalker) Serenity now increases damage by 25% with the Spiritual Focus artifact trait (was +30%).
Developer Notes: Windwalkers are able to maintain an extremely high uptime against their targets in PvP, and their raw damage capability was just too high for a spec that’s so difficult to get away from.

Shaman
  • Lava Burst now deals full damage in PvP (was doing 80% of normal damage).
  • (Elemental) Control of Lava increases Lava Burst damage by 100% (was 150%).
Developer Notes: We’ve received a lot of feedback that Elemental Shaman feel good in PvP once they have access to the Honor Talent Control of Lava, but felt too weak without it. We’ve decided to remove the PvP reduction on the base Lava Burst spell and reduce the benefit from Control of Lava to compensate. This results in effectively the same damage for players who still wish to use Control of Lava, but an increase to Lava Burst without it.

Warrior
  • Hamstring damage has been increased considerably, and now lasts for 12 seconds in PvP.
  • (Arms) Strength and Stamina increased by 10%.
  • (Fury) Strength and Stamina increased by 10%.
Developer Notes: Patch 7.1 put Hamstring back on the global cooldown, and while we still feel that that’s the correct choice for that ability, we understand that this change had a major impact on PvP Warriors’ damage rotation, as well as Hamstring’s overall uptime. To compensate, we’ve increased Hamstring’s duration so that it needs to be applied less frequently, and massively increased its damage to help make it feel worthwhile to use. Additionally, we felt that Warriors weren't feeling quite tough enough in PvP, so we’ve increased Strength and Stamina for Arms and Fury.

Warlock
  • (Destruction) Entrenched in Flame duration reduced to 3 seconds (was 4 seconds).
  • (Destruction) Focused Chaos now increases Chaos Bolt damage by an additional 100% (was 150%).
  • (Destruction) Shadowburn now deals 20% less damage in PvP.
Developer Notes: 7.1 introduced some new talents to Destruction Warlocks to increase their control and incentivize the use of cast time spells like Chaos Bolt. These talents were overtuned initially, but we want to keep Chaos Bolt as the best damage value for a Soul Shard.
Detailed post as to WHY Blizzard's failing us with Legion

TL:DR, Why they're failing us w/ Legion

Instead of addressing the problematic SPECIALIZATION: Assassination the developers instead choose to tack a FLAT stat reduction to our entire class.

Instead of utilizing the Templates I was so excited to see in a logical manner and addressing problematic skills *Wound Poison* or specializations *Assassination* Blizzards clueless and often times pretentious developer team does massive reductions in multiple areas of a classes performance AT THE SAME TIME.

Have I even mentioned this juicy bit yet?

This class redesign and all the pruning of utility abilities was carried out by a spreadsheet obsessed, PvE raid obsessed class designer who plays the game on a tablet:

I want to confirm here for all to see that your Technical Class/Systems Designer indeed does play World of Warcraft on a tablet.

Celestalon
"Never had a reason to use a mouse before. Now, Overwatch. Suggestions for good (non-expensive) mice for Overwatch?"

Space Moose (Some Random) ‏
"Did you not play WoW with a mouse???"

Celestalon
"Negative. No mouse use for anything prior to now. Tablets work fine for anything except shooters, where you need to be able to spin around, so absolute positioning doesn't work."

Yes you read that right, the person in charge of class design plays World of Warcraft on a tablet, nothing else needs to be said.

This is the same guy that admitted on the alpha class forums that Blizzard was dumbing down Subtlety rogues to make them "appeal to a wider audience"

I swear, a level 39 twink Rogue in classic, BC, or Wrath had more buttons and more interesting buttons that do interesting things besides damage to press than a 110 Legion Rogue
Why have you still not touched Holy Priest? BY FAR the most pathetic healer in PvP since launch. So much potential for the spec, but it's all going to waste because numbers are waaaaaaaay undertuned.

Good job keeping an eye out for Warriors though, even as a caster I felt bad for them.
Bit disappointing to see nothing for Marks Hunters.
FIX SUB AND OUTLAW.
What about boomkins?
can we not
most of these changes are awful and don't address any issue with the classes
and ignores things that actually need buffs
Thanks for the Ele buff. Let's see how it plays out...
Rogues health extremely low, would make sense if they could afford to sit in stealth all day but that's not in the game meta currently.

Shadow priest stat weight on armor is too low, our class has no way to break slows besides dispersion... Even with an armor increase, there are abilities with armor pen which would nullify this.

I think there pretty good
Not enough of a nerf for frost mages
Any outlaw DPS buffs for PvP? I feel gimped.

you also dont pvp. destro was fine, ww only needed a serenity nerf, they disregarded that hamstring on the gcd was stupid and instead of reverting it buffed the damage, nerfed frost (again) instead of nerfing flurry which was the problem with the patch, decided to break even on ele instead of buff it (lol for some reason), and, worst of all, ignored most of the unviable specs that they broke with 7.1.
SV is melee, BM and MM are ranged. All need a survivability buff but SV needs it in the form of a short cd+duration active mitigation that you can still attack through. Just like every other melee has. Or at the very least a stun to avoid damage, like all other melee can spec into. You want discussion? This is it: +vers and +hp buffs are not an adequate bandaid for an unfinished spec.

You need to stop thinking of SV and BM+MM as being so closely related. They arent. We got that you wanted hunter class fantasy to remain pretty similar, but if you want to actually balance them, and were waiting for our permission, this is it:

Thanks for bringing back some iconic spells and renaming some new ones, but we'd prefer balance over nostalgia.

destro was fine

lol
was really hoping to see rogues on the notes due to how poor their survivability at the moment.
Still world of meleecraft. No way to stop them, no way to escape them.
How about something to fix pally bubbles which make then unstoppable.

So you just automatically assume I don't pvp. Ok
I like how they now just whack flat stat % buffs and nerfs out instead of fixing the real balance problems. Such a cheap, lazy way to address anything.

If anything it's just temporarily burying the issues and making them harder to fix in the long run.
