Can't access the PTR

Hello, this is my first time attempting to play on the PTR for WoW.

I go to "download game clients" and choose "download PTR" for my desired OS, it downloads and then I choose to run the program that it downloads, it opens my battle.net launcher and then a couple of seconds later I am met with "You have not been invited to play this game yet"

I was under the assumption that anyone could play the public test realm as long as you have an active game subscription? That's why it says "PUBLIC test realm".

Here is the error code it gives me aswell: BLZBNTBNA000000C8

Is this a common issue?
What can I do on my end in order to be able to play on this? (Besides having my beta profile check marked with WoW)

Go to the drop down box, and select the specific information to create your PTR license, if you do not have a specific PTR license already listed in the warcraft listing in account management,

World of Warcraft

Log in to Battle.net Account Management.
Select a World of Warcraft retail account.
Select Additional Services, then click Public Test Realm.
Click History/Status to create your PTR account.
