All % health honor talents nerfed

War Mode and World PvP
The latest build has these changes where all of the "deals X%" of player health are now UP TO.

Thus far I think this is the only alteration we've seen to honor talents beyond pruning away a row from each spec and removing things that don't fit anymore.

Also nether ward, fel fissure, thief's bargain and a few others were nerfed including Overpowered Rune Weapon.

Nothing new, nothing done to fix dead talents.

We put that wording in the talents because those spells can be used against creatures, so they won't always necessarily deal that % of damage when used.

"Up to" is to imply that, say, Greater Pyroblast won't really do 35% of a world boss' health (for obvious reasons).

Is there going to be a way to know how much damage a greater pyroblast will deal to a world boss? Can't these moves have a wording in them to only allow them to be cast on players? It surely can't be a good thing that players will be using attacks and need addons to aggregate their attacks damage over a period to know how much that attack is doing. Do you have any plans to address this lack of knowledge for the players?

That makes sense, thanks for the response. Though further clarity on this (or making those % damage things only work on players) would be appreciated.
Just trial it.

I think right now Greater Pyro is capped at about 2mill damage against npc's (maybe a little less)

Against non-player targets, these types of abilities will deal damage based off of your maximum health. Additionally in an upcoming build, abilities that reduce the target's maximum health will base the reduction amount on your maximum health when used against non-player targets.
The clarification makes sense now, I always wondered it.

This has been the case since warmode has launched where most honor talents were available to use against world NPCs.

Could you provide more information as to why you think it's a bad idea? I personally don't see an issue here; it's part of the perk of being flagged out in the open world, and they'll continue to tune the pvp talents as needed.
