Updated Talents?

Will we be seeing updated Talents before the release of Season 1 BfA?

Currently talents feel very underwhelming and almost every class has the same 2-4 "mandatory talents" that they have on live.

These talents are ones such as Sharpen Blade, Concentrated Coolness, Blessed Hands, Cyclone, and Shamanism, just to name a few.

Any chance we can combine some of these talents so it's a tougher choice between 6-8 total, instead of this feeling of 2 mandatory ones and a single choice of the remaining? (Even that "remaining choice" doesn't feel to complex on certain classes)

It is possible because the PVE changes are winding down and moving to a tuning phase. But PVP talents could still change though.
Hell some still generally need fixed, let alone made more competitive. Earth Fury is still stuck at 100 maelstrom rather than the new intended 60 for Earth Shock, and gaining maelstrom to 60 is even slower than it was to get to 100 originally.
When they introduced the PvP talents, the blue poster called them a first pass, so I assume that they at least intend to some tuning.

In fact, some PvP talents are so broken, they essentially have to address them. It seems that unlike with regular abilities, they didn't adjust the spellpower coefficients of some PvP talents to the new level in BfA. This means that for example, Electrocute does about 5 times as much damage as it should, which is just ridiculous.

Consider the numbers. For comparison, on live, the spellpower coefficient of Chaos Bolt is 2*560%. For Electrocute, it's 540%. In beta, the coefficient for CB is down to 2*120%. By contrast, the spellpower coefficient of Electrocute is still 540%. That's just madness.

This is the only reason for why Shamans can currently compete with Disc Priests - anytime they put a shield on someone, we can purge it off and do 20% of their health in damage. It says a lot about balance that even with this utter insanity, Discs are STILL stronger.

The blue poster said there wouldn't be drastic changes though, so tuning is probably all we can expect.

Well, I understand that tunning will still come, but some of these talents are just terrible now. They were bad when they were on a row of similar talents, but now that rows are gone, they don't stand a chance.

Holy Ritual
Allies are healed for (400% of Spell power) when you cast a Blessing spell on them, and healed again for (400% of Spell power) when the blessing ends.

VS

Lawbringer
Increases the duration of your Judgment effect by 16 sec, and anytime you cast Judgment all enemies with your Judgment effect suffer 5% of their total health in Holy damage.

How are these seen as competing talents? Who in their right mind would take Holy Ritual, especially now that BoP has a 5 min cooldown?

I'm sure other classes have just as extreme examples.

Surely, we can at least combine the worst and the best, and make 5 mediocre talents? With maybe a new one introduced every new season?
The PvP talents desperately need to be updated, changed, modernized, whatever. The vast majority of them are identical to Legion, and a lot of them don't make any sense with BfA changes. Kind of concerning that we're this far along in the process and the talents themselves are in this state, especially with that "No more major changes" comment in the q&a.

I guess we have to let it fall apart so maybe someone else can come in and pick up the pieces. They are, for whatever reason, letting the pressures of business (increasing time played and MAU) override any decision that might actually improve gameplay.
