I hope we get that set for player characters. I'm all for more equal opportunity skimpy armor.

It's not real history, duuude!

To be real, the shoulders and maybe a few more pieces will look fine on other sets. Druids technically do not need any armour because according to the Stormrage novel, all personal belongings and garments just teleport into a "that place" when they shapeshift, and that hasn't ever been retconned.

Someone's not familiar with Kaldorei culture or the fact it takes longer than 9-15+ years to assimilate a society into modern times. This is on par with their culture. Kaldorei are supposed to be this way.
Official sources for both concept art and ingame assets show both ways being appropriate and we have plenty of transmog available to make our own choice, there is no one way.

The set seems less like a heritage armor and more like specifically a night elf -druid- set.
If it gets released for players, it'll probably be a treat for the people who wanted to dress up more or less like the Druid from the Vanilla cinematic. It's a pretty good recreation and I think its mild colours will make it a good match for other sets, even for non-Druids, if people don't want to go the nudist route.
It's not going to be Heritage Armor.

A) They wouldn't be putting Heritage Armor on mobs...
and
B) Heritage Armor is WAY higher quality than that. And I don't mean just the low-resolution textures as NPCs always have low-resolution textures on their armor. There's just so little custom geometry. Everything but the loincloth and shoulders is painted on.

Do I think there will probably by Heritage Armor for Night Elves eventually? Yes. Is this is? No.
Yes please, I've been waiting for this set to be a thing since Vanilla.

I need this for my nelf toons. They even did a good job getting it to match the sentinel art.

It's probably something to promote Classic servers, not heritage armor.
I hope this becomes available for player models — I hate almost every tier and season set because they’re so comically overdone and “omg epic” — I want more transmogs of nice, simple armor.

It is practical, when you consider their culture and fighting styles. This is very appropriate and practical for an elven warrior that fights in the wilds and is a savage. That's what night elves are.

I'm very excited and do hope we get this armor for players. It's about 17 years too late.

Shoulderpads that are 10x bigger than your head = practical
