ToD should have 2 charges

Now that ToD does significantly less damage why not give it two charges so it could be used more smartly in PvE.

This would also give it a little more of a scary edge in PvP as you could put it on two players or put two on 1 target, or hit once let them use a cd, then reapply.
I don't think they will as that would sort of counteract the nerf to it in the first place, which was really just so they could move some of that burst damage to our sustain/other abilties.
Personally, I disagree. We don't need 2 ToDs. We need ToD's damage to be unavoidable, un DRable, and preferably do PvE damage in PvP since it's taking such a huge hit next patch.
