Are paladins supposed to be police officers?

Are paladins supposed to be police officers? If so then who is the fire fighters and EMTs?
Frost mage= fire fighter
Holy Priest = emt
Fire mage= fire starter
If we had fire fighters, this whole xpac wouldn't have happened.

But if you find some, send 'em to Moonguard's Goldshire.
Does this analogy imply that Rogues are just the little kids running around with scissors, or is that not really where this whole thing was going?
I'm an EMT:

I can cast raise dead.
I think warriors are suppose to be cops and pallys are priests with a burning desire purge the heretics. So basically Jesuits.
Rogues are the EMTs because when you're unconscious we go through your pockets.
The city guard for most races are warriors.

The human paladins on this forum certainly like to think of themselves as such.
Blood elf paladins had a kind of state enforcer vibe going on in burning crusade.

Based on the Halloween event, I think we all just rely on random passerbies to grab a bucket and put out fires while the people who live their watch in apathy.
What are the druids then? Vigilantes?
